OBR- One (1) Sr. Project Manager/Leader
Project Manager:
- Knowledge and experience with creating, augmenting and negotiating Licensing agreements and IT Software Statements of Work
- Practical experience with authoring and facilitating approvals of Treasury Board Submissions
- Practical experience managing large Ontario government IT projects and all the included administrative functions including review boards, report backs, etc.
- Practical knowledge with financial analysis, forecasting and tracking multi-year engagements
- Knowledge and understanding of Project Management Institute’s Project Management Body of Knowledge
- Knowledge and understanding of Information Management principles, concepts, policies and practices Knowledge and understanding of Accessibility for Ontarians with Disability Act (AODA) and related regulations and standards
- Knowledge of IT industry and trends to make recommendations on acquisition or other decisions relating to software, hardware, and technology resources
- Experience managing and coordinating project monitoring, anticipating and troubleshoots issues, provides ongoing expertise, resolves problems and provides project effectiveness
- Ability to identify conflict between project and functional areas and develops responses to successfully address conflict
General Skills / Duties

- Experience with authoring and facilitating approvals of Treasury Board Submissions
- Practical knowledge with financial analysis, forecasting and tracking multi-year engagements
- Leads organizational development, strategy development, business planning, and Ministry funding requests
- Practical experience managing large Ontario government IT projects and all the included administrative functions including review boards, report backs, etc.
- Gathers and develops requirements to create and maintain a detailed project schedule and/or integrated plan
- Experience developing and managing project schedules, deliverables, and scope
- Ability to promote IT project management best practices and adherence to standard methodologies
- Demonstrated experience directing project teams to ensure project deliverables are delivered on time and adhere to government and ministry standards
- Extensive experience coordinating and monitoring project processes, and developing/communicating guidelines and procedures
- Provides project, program, and/or portfolio reporting to multi-stakeholders at senior executive levels
- Proactively identifies potential risk events and issues before they occur so that proper mitigating strategies can be developed
- Articulates and prioritizes issues and risks at senior executive levels and recommends mitigation strategies for decision makers
- Leads and conducts business analysis in order to assess client’s business problems/opportunities and documents the business requirements in such a way that IT solutions can be determined
- Applies re-engineering concepts to promote business improvements through alternative and cost effective service delivery approaches
- Knowledge and experience with a wide range of methods, techniques and tools for business architecture such as, but not limited to: business functional modeling, service lifecycle modeling, business event modeling, business process mapping, value chain analysis, and other related disciplines
- Successfully completed business architectures in government settings or similar complex, multi-project/multi-client organizations

Project Lead Experience – 35%
- Knowledge and understanding of Information Management principles, concepts, policies and practices
- Experience utilizing, managing and understanding various software development methodologies, including Agile/Scrum and scalable minimum viable products.
- Experience with IT technology deployment
- Experience leading, facilitating and initiating large‑scale technology infrastructure procurements.
- Experience in defining, planning, orchestrating, and delivering the initiative including business, operational, and information technology deliverables as needed.
- Experience with financial management and forecasting
Contract Management experience – 20%
- Knowledge and experience with creating, augmenting and negotiating Licensing agreements and IT Software Statements of Work
- Experience with managing vendor performance through KPIs
Treasury Board Submissions and Governance Documentation experience – 20%
- Experience in developing Treasury Board or SPP submissions
- Experience in developing enterprise architecture deliverables / artefacts (e.g. models) based on Ontario Government Enterprise Architecture processes and practice
Communication – 25%
- Excellent communication, facilitation, negotiation, consensus building, and problem- solving skills;
- Effective stakeholder management skills
- Experience providing executive reports, presentations and implementation plans
Must Have:
