A technology solutions firm in Toronto is seeking a part-time GSIC EMIN Solution Designer. The ideal candidate will have expertise in cloud technology, Java, .NET, and modern web technologies. Responsibilities include designing technology solutions and participating in the modernization of legacy systems. This role will initially require 3 days onsite, with potential adjustments later for a more hybrid model. Closing date for applications is October 29, 2024.
EMIN supports 33+ applications for 5 ministries (MEDJCT, MPBSDP, MFA, MOI, MRTR) and 3 agencies (Invest Ontario, Supply Ontario and Land Registry Offices).
The role is part-time (estimated to be 2-3 days per week).
Undertakes the design of technology solutions based on the client service specifications, standards, policies, best practices, platforms and cost models, in order to meet client application business requirement and project/initiative deliverables, taking into account Ontario Public Service (OPS) technology/platform constraints and security requirements (GO ITS 25).
Knowledge of application technologies (Java, .NET, Microsoft Dynamics and Power Platform, Low Code, etc.) and OPS platforms and services offered from Infrastructure Technology Services (ITS) including integrated networking technologies, cloud technologies (Azure, AWS, etc.), midrange server, enterprise storage and SAN, and personal computer system technologies, OPS directory/messaging standards, standard infrastructure/architecture management and documentation. Knowledge of leading edge technologies design criteria, security and recovery procedures, preparation of technical specifications for installation, testing and performance of integrated, multi‑services systems; assess performance and capacity of existing system making recommendations for improving performance and develop technical documentation. Advanced skills in troubleshooting, resolving (quickly) complex technology issues and performing root cause analysis.
Ability to formulate strategies for modernization of legacy applications and platforms and recommend new end‑to‑end technology stacks/configurations and data platforms.
Ability to participate in the development of solutions and provide advice on short/long term solution service development activities.
Experience designing and developing large, complex, highly available, mission critical server applications. Experience with systems evaluation to assess conditions, technical performance and capacity of existing systems and determine need and feasibility of expansion, renovation or replacement.
Experience planning, migrating, implementing and sustaining large complex system development projects. Knowledge of technology developments, trends and new products to evaluate application to client short and long term technology requirements.
Knowledge of project management methodology (e.g. PMBOK) and ability to create concise and clear communication artefacts including OPS Architecture artefacts (Business/Solutions/Information Design documentation) and presentations and briefing notes as required. Knowledge and experience in doing technology market scans and contributing to options analysis and cost benefit analysis needs.

Part‑Time, estimated at 2-3 days per week. Focus on stabilizing current operations while advancing modernization initiatives. 3 days onsite at the start of assignment, may change to 2 days onsite / 1 day remote later.
