Ontario Health has a regulatory accountability (O.Reg 329/04) to pursue the province’s objectives for total health system interoperability by establishing and maintaining digital health interoperability standards and performing related compliance monitoring and certification functions. The agency has operationalized this through its Digital Health Information Exchange (DHIEX) Program.

The DHIEX program, along with partners within OH, facilitates the development and implementation of interoperability standards and frameworks across Ontario’s health care system. It advances seamless and interoperable data sharing between digital platforms and Health Information Custodians (HICs).

As demand for interoperable health information increases over time, Ontario Health must add capacity to meet this demand by developing new interoperability specifications, amend current standards, and continue the various project and change management functions required to support all DHIEX workstreams.

The Change Management Consultant proactively identifies opportunities to enhance Ontario Health’s DHIEX Program by leading organizational change efforts through a number of areas including, identifying opportunities to improve existing processes and designing new ones to improve program operations, and communicating messaging about standards and compliance with internal and external partners.

Responsibilities
  • Conduct requirements gathering, develop documentation, including presentations and briefing notes and conduct partner engagement.
  • Work with different partners and subject matter experts from different backgrounds (clinical, business, and technical).
  • Interact with the business partners and subject matter experts in order to understand their requirements through gathering, documenting, and analyzing business and technology needs and requirements.
  • Ensure all documentation follows drafting, approval, and publication standards, is version controlled and loaded onto central project sites.
  • Follow-up on team member commitments and proactively identify risks.
  • Assist Program Manager with preparation of the communication and training artifacts and tracking Organizational Change Management activities.
  • Provide assistance to program manager and team in coordinating, planning, communicating, and executing the delivery of core program components.
  • Proactively identify potential risk events and issues before they occur so that proper mitigating strategies can be developed.
  • Assist in the preparation of status reports.
  • Identify problems/issues and elevate as appropriate.
  • Update and maintain the team and/or project site.
Deliverables
  • DHIEX Program Management Support
    • Program support in the area of Organizational Change Management, communication, and training, preparation of communication and training materials, facilitation of their approval and publication/distribution.
    • Organizational Change Management planning and execution in coordination with applicable project activities and milestones within the product roadmaps.
  • DHIEX Program Operational Maturity
    • Document and analyze DHIEX operational processes, identify gaps and make recommendations to optimize and standardize. Develop new operational processes in collaboration with stakeholders to DHIEX program.
  • Preparation of Communication and Training materials
    • Presentation decks, overview materials, training decks, newsletters, and other artifacts that are required to increase awareness about the DHIEX regulation requirements and about steps that Ontario Health is taking to foster standards-based interoperability and compliance.
    • Identify recurring and one-time collaboration opportunities and take responsibility for the secretariat of working groups and committees, focusing on accelerating the decision-making in a transparent way.
    • Coordinate publishing of various artifacts that may include awareness materials, newsletters, FAQs and others.
Must Haves
  • 7+ years experience Demonstrated ability to develop and implement new operational processes that align with regulatory requirements and organizational objectives.
  • 7+ years experience Proven experience in project management (e.g., project goals, risk, scope, planning, cost and quality management) and leading organizational change management initiatives.
  • 7+ years Experience with process improvement concepts (e.g., Six Sigma, Lean).
  • 7+ years Experience collaborating with various groups to gather updates and maintain progress reporting, action items, risk management updates, etc.
  • 7+ years Experience working alongside project and program managers in a highly complex environment with internal and external stakeholders, vendors and partners; while providing updates, escalating where required, identifying risks, and leading project document deliverables.
  • 7+ years Working knowledge of Ontario personal health information privacy legislation and regulation (i.e. Personal Health Information Protection Act, 2004).
  • 7+ years Public sector experience, ideally in Canadian healthcare in acute care, primary care and/or community care settings.
  • 7+ years Knowledge and understanding of pan-Canadian and Ontario digital health standards and compliance testing practices.
