Our client is a Saskatchewan-based organization committed to delivering pension and benefit services with a focus on operational excellence. The organization is actively modernizing its systems and processes. Our client is preparing to onboard a Project Manager to lead two technical initiatives over a six-month term to support its continued transformation and delivery goals.

Service Description

Our client Pensions & Benefits is seeking a Project Manager with strong project management capabilities and demonstrated technical experience to lead two strategic initiatives over a six-month term.

The first initiative involves implementing a vendor-provided solution to enhance member security through multi-factor authentication (MFA). A solution has been selected, and the Project Manager will be responsible for coordinating with the vendor and internal teams to ensure all supporting activities—such as integration, testing, and communications—are Our client ed and executed effectively. The target completion date for this project is March 31, 2026.

The second initiative supports Our client’s efforts to achieve ISO 27001 certification by the same deadline of March 31, 2026. While the project is already underway, it requires additional planning and oversight to ensure successful delivery. The Project Manager will work closely with the IT team and external vendors to support audit coordination, milestone tracking, and readiness activities for both internal and external audits.

This role will work closely with the internal project teams as well as external vendors.

Education
  • Bachelor degree in computer science, business administration or equivalent
  • Diploma in computer technology or equivalent
Accreditation
  • Project Management Professional designation preferred.
  • Other designations may be considered – for example PRINCE2
  • Prosci certification is considered an asset.
Experience
  • 7-10 years of experience managing integrated IT projects and teams
  • Experience working in a highly integrated environment
Qualifications
  • Proven experience in project management, including planning, execution, risk management, and stakeholder engagement across complex technical initiatives.
  • Strong technical background, with the ability to understand and manage solution implementation, systems integration, and audit preparation activities.
  • Demonstrated experience working with external vendors and cross-functional internal teams.
  • Familiarity with security enhancement projects, including multi-factor authentication (MFA), and information security standards such as ISO/IEC 27001.
  • Excellent communication and organizational skills, with the ability to drive accountability and maintain momentum across concurrent workstreams.
  • Ability to develop and maintain detailed project plans, track progress against milestones, and provide regular status updates to the Manager, Project Portfolio, project leadership and the project steering committees.
  • Experience in change management, including stakeholder engagement, communications planning, and supporting adoption of new processes or technologies.
Deliverables

Deliverables for this engagement will include, but not be limited to:

  • Multi-Factor Authentication (MFA) Implementation

The Project Manager will act as the project lead, coordinating vendors and internal teams to ensure successful delivery of Our client’s Multi-Factor Authentication (MFA).

  1. Project Leadership & Governance
  2. Establish and maintain a detailed project plan, schedule, and dependency tracker aligned with vendor milestones and internal readiness.
  3. Maintain a RAID log (Risks, Actions, Issues, Decisions) and ensure timely resolution and escalation.
  4. Provide regular Status reporting, which includes risks and resource utilization as well as the information related to scope, schedule, and budget tracking required to assess Our client’s Project Delivery KPI performance
  5. Vendor & Stakeholder Coordination
  6. Serve as the central point of coordination between the vendor, development partner, Our client IT, Security, and Member Services teams.
  7. Oversee vendor deliverables, confirming alignment with Our client standards and contractual scope.
  8. Coordinate access, environment readiness, and scheduling of integration and testing activities.
  9. Technical Oversight & Integration
  10. Manage technical dependencies between the MFA platform (Okta/Auth0) and Our client’s member portal, identity sources, and other systems.
  11. Ensure integration design, data flow, and environment promotion are documented and validated.
  12. Coordinate review of vendor technical artifacts (configuration, runbooks, test plans).
  13. Testing & Quality Assurance
  14. Coordinate with Our client’s Test Management team to develop and execute a UAT plan and test execution schedule.
  15. Track and verify issue remediation prior to go-live.
  16. Confirm readiness criteria are met and formally documented for deployment.
  17. Change Management & Go-Live Readiness
  18. Lead development of change and communication plans in collaboration with internal stakeholders.
  19. Coordinate training for IT Operations and Service Desk teams on MFA administration and user support.
  20. Manage go/no-go reviews, deployment planning, and rollback validation.
  21. Post-Implementation Transition
  22. Verify post-go-live stabilization metrics and confirm transition to operations.
  23. Conduct lessons-learned review and submit final project closure report summarizing outcomes, metrics, and recommendations.
  • ISO 27001 Certification
  • Update and maintain the project baseline and planning artifacts to support certification by March 31, 2026.
  • Provide oversight for remaining internal audit activities and coordinate with the already procured external auditor.
  • Develop a plan to complete any remaining operational work, ensuring that internal resource requirements are clear and that accountability for each procedure is clearly defined and assigned.
  • Create a post-certification maintenance plan to support ongoing compliance, including review cycles and documentation updates.
  • Lead the development of a change management plan in collaboration with internal resources and with input from the vendor as required.
  • Ensure that training is created and delivered for both IT team members and general employees, with oversight to confirm that content, timing, and responsibilities are aligned with certification requirements.
  • Deliver ongoing status reporting, including scope, schedule, and budget tracking aligned with Our client’s Project Delivery KPI.

  • Availability for on-site work in Regina, Saskatchewan, frequently throughout the six-month engagement.
