HOURS OF WORK: 35 hours/week, Monday to Friday

This position has the option to participate in a modified work week schedule (37.5 hours/week) Monday to Friday, with the extra hours worked as one earned day off taken once every three-week scheduled cycle.

PRIMARY FUNCTION:

This position is responsible for conducting research, analysis, reporting, and evaluation activities that support the organization’s strategic goals and priorities related to Truth and Reconciliation (T&R) and Equity, Diversity, and Inclusion (EDI). The position supports the development of performance measures, evaluation frameworks, and data collection approaches to assess effectiveness and impact of programs, initiatives, policies and practices through a T&R and EDI lens, identify barriers and inequitable outcomes, and inform continuous improvement and decision-making. The T&R and EDI Research & Program Evaluation Analyst develops reports, analyses, recommendations and other decision-support materials, and works collaboratively with T&R and EDI team members and organizational partners to support T&R and EDI initiatives, projects and advance equitable and inclusive legal service delivery.

DUTIES:

1) SUPPORT PROGRAM EVALUATION, PERFORMANCE MEASUREMENT AND REPORTING
  • Support the assessment and evaluation of T&R and EDI-related programs, initiatives, policies, practices and data collection approaches through research, consultation, outcome monitoring and other evaluation activities to identify opportunities for improvement of equitable and inclusive legal service delivery and support evidence-informed decision-making.
  • Collaborate with departments to gather, analyze and interpret qualitative and quantitative information to identify trends, outcomes, emerging issues and opportunities for improvement.
  • Support the development, maintenance and refinement of performance metrics to evaluate the effectiveness of activities supporting LABC’s strategic goals and priorities; assess the relevance and effectiveness of existing measures and recommend improvements to performance measurement, evaluation and reporting approaches.
  • Translate findings into written reports, tables, graphs and charts and other visual formats such as process diagrams; provide commentary, insights and recommendations that support decision-making.
  • Act as a subject matter expert on T&R and EDI performance measures, evaluation frameworks, and data collection approaches for all LABC initiatives.
  • Prepare and submit timely and accurate reports and presentations.
2) CONDUCT RESEARCH, ANALYSIS AND PROGRAM SUPPORT ACTIVITIES
  • Develop and maintain research, briefing and analytical materials related to T&R and EDI initiatives and organizational priorities including but not limited to equitable and inclusive legal service delivery.
  • Conduct research and analysis to identify gaps in internal policies, guidelines, standards and business processes, and assess potential inequitable outcomes.
  • Support the development of findings and recommendations for improvement.
  • Conduct research to provide insight on LABC's performance trends and identify performance target ranges using available industry and organizational data using but not limited to environmental scans, best-practice research, and analysis of emerging issues, legislation and trends related to T&R and EDI.
  • Collaborate with colleagues, departments and other interested parties to design and support research, evaluation, consultation and data collection initiatives through all stages of the project life cycle.
  • Maintain awareness of emerging trends, leading practices, policy and legislative developments, research, and evaluation approaches related to T&R and EDI, and communicate relevant opportunities, risks and implications for consideration.
  • Conduct research and analysis regarding barriers, experiences and emerging issues affecting Indigenous, racialized, women, gender-diverse, 2SLGBTQIA+ and disabled individuals and communities, including current and prospective legal aid clients, and prepare findings and recommendations to support equitable and inclusive service delivery.
  • Research and analyze issues, risks, impacts and potential approaches related to T&R and EDI initiatives and prepare briefing materials, discussion papers, issue papers, reports, recommendations and other decision-support materials as required.
3) DEVELOP AND SUPPORT INFORMATION, MEASUREMENT AND EVALUATION TOOLS
  • Develop, support and enhance data collection approaches including questionnaires, surveys, feedback loops, consultations and other primary and secondary data sources to support outcome and impact measurement of T&R and EDI initiatives.
  • Engage with operational leaders to identify concerns, challenges and opportunities related to demographic data collection practices and support improvement initiatives.
  • Review and provide recommendations regarding data collection methods, measurement tools, and reporting processes; identify opportunities for continuous improvement and support the development of associated processes.
  • Support the development and delivery of visual representations of data to communicate findings, trends and key insights.

4) PERFORM OTHER RELATED DUTIES

  • Administer portions of the local budget and ensure expenditures are within limits.
  • Perform other duties as required.

QUALIFICATIONS:

Basic Requirements

  • Bachelor’s degree in business, economics, statistics, public administration, social sciences or related field required.
  • Minimum two (2) years’ related experience as outlined in rated requirements including research, evaluation, performance measurement, process improvement, data analysis and reporting required.
  • Lived experience as a person from an inequity experiencing group and/or a systemically excluded group (disclosure of personal lived experience as an Indigenous, racialized, gender-diverse, 2SLGBTQIA+ and/or disabled person is welcome and not required to meet this criteria).
  • Experience in T&R and EDI in the legal industry or another professional services industry is considered an asset.
  • Demonstrated commitment to and proven track record in an ethical approach to data collection, analysis and working on issues affecting vulnerable populations.
  • An equivalent combination of lived experience, education, training, and work experience will be strongly considered.

Rated Requirements

  • Experience analyzing labour market data, census data, demographic data, legal system data and other related industry data.
  • Knowledge of research, evaluation and performance measurement methodologies, including qualitative and quantitative data collection and analysis techniques.
  • Familiarity with data governance, Indigenous data governance, data management, privacy and information security measures in various stages of the data lifecycle.
  • Ability to interpret and communicate qualitative and quantitative findings and complex concepts in a clear and meaningful manner to support decision-making.
  • Proven track record of developing or improving data collection, analysis, evaluation or performance measurement processes to increase organizational effectiveness and support informed decision-making.
  • Demonstrate a high degree of critical thinking, identifying patterns, trends or abnormalities.
  • Understanding of Indigenous issues, cultures as well as Indigenous community groups and agencies.
  • Understanding of traditional Indigenous justice concepts, alternative measures, mediation and diversion practices.
  • Awareness of government laws and policies impacting Indigenous peoples.
  • Ability to communicate and relate to Indigenous people and their communities, with sensitivity to cultural and Nation differences.
  • Understanding of the structure and history of Indigenous communities within BC.
  • Knowledge of T&R and EDI issues, related legislation and public sector practices, and Canada’s justice and legal system, including justice system service delivery, preferably the legal aid system.
  • Experience working in Canada’s legal and justice system.
  • Knowledge of emerging trends, leading practices, policy and legislative developments, research, and evaluation approaches related to T&R and EDI, and the ability to analyze their potential implications for the organization.
  • Knowledge of barriers, inequities and systemic issues affecting Indigenous, racialized, women, gender-diverse, 2SLGBTQIA+ and disabled individuals and communities, and the ability to identify potential impacts on equitable access to services and opportunities.
  • Awareness of one’s own power, privilege and social location in T&R and EDI work.
  • Experience applying Indigenous data sovereignty principles, including Ownership, Access, Control and Possession (OCAP®) and other distinctions-based approaches to data governance used by First Nations, Inuit and Métis communities.
  • Experience conducting research, program evaluation, performance measurement, issue analysis, or developing evidence-informed recommendations.
  • Proven track record with strong written and oral communication, analytical, research, evaluation, and presentation skills; high level of attention to detail and accuracy; ability to synthesize information from multiple qualitative and quantitative sources.
  • Strong interpersonal skills, self-motivated, and a demonstrated ability to multi-task and work independently while collaborating effectively at all levels of the organization.
  • Ability to make sound decisions and demonstrate a high degree of trustworthiness in handling confidential and sensitive information.
  • Ability to strategically maintain financial/budgetary information.
