Job summary

Minnesota Department of Natural Resources seeks a Conservation Assistance and Regulation Section Manager in St. Paul. You will direct statewide water regulation, environmental review, land-use and dam safety programs, providing oversight and leadership to advance the DNR mission.

The role requires strong leadership, budget management and collaboration with diverse stakeholders. Eligible for telework up to 50% with a day shift schedule and Monday–Friday work week.

Qualifications

• Bachelor’s degree in natural resources sciences (ecological resources, water resources, natural resource management or closely related).
• 3+ years managerial or advanced supervisory experience directing ecological resources, water resources or related programs and staff.
• Management, leadership, administrative, organizational and interpersonal skills to direct and engage staff.
• Ability to work in a team with multi‑disciplinary interests into decisions and actions.
• Experience with elected officials, local units of government staff, state/federal agencies, watershed districts and related groups.
• Experience in negotiation, conflict resolution and consensus building with diverse groups.
• Ability to develop long‑range strategic and operational plans and short‑range work plans.
• Oral and written communication skills to convey complex information to varied audiences.
• Knowledge of the legislative process and functions.
• Experience in creating and managing complex budgets.
• Ability to direct effective workplace safety programs.

Responsibilities

• Provide strategic direction, planning, administration and management of the Conservation Assistance and Regulation Section programs.
• Provide strategic leadership and supervision for Section staff to ensure policy adherence and program standards.
• Coordinate and liaison between the Section and other divisions, regional managers, and external agencies.
• Act as a member of the Division Leadership Team to translate mission into operational direction.
• Direct development and management of biennial budgets and annual spending plans; pursue external funding sources.
• Seek professional development to maintain leadership and management skills.
• Promote a healthy, safe, inclusive and productive work environment for all employees.
