Job Summary

Regulations shaping renewable natural gas (RNG), clean fuels, and carbon markets in Canada and the U.S. are evolving rapidly, creating new challenges and opportunities for market participants. As a Regulatory Analyst-Low Carbon Markets, you will bring an engineering mindset to analyzing and applying these complex frameworks, turning regulatory detail into actionable insights for Targray’s Environmental Commodities team.

This role is designed for candidates with a technical background who can bridge regulatory policy with practical compliance and market strategy. Your expertise will directly influence Targray’s ability to identify new opportunities in RNG and clean fuels, manage regulatory risk, and strengthen our position as a leader in environmental commodities trading.

Responsibilities
  • Monitor, interpret, and summarize regulations in renewable natural gas, clean fuels, carbon-pricing, and LCFS across Canada and the U.S.
  • Track developments in Canada’s Clean Fuel Regulations (CFR) and provide structured analysis of compliance requirements.
  • Evaluate credit generation and deficit pathways for RNG, biofuels, and other clean fuel programs; maintain registry and reporting frameworks.
  • Collaborate with traders, compliance operations, and logistics teams to ensure deal structures align with regulatory requirements.
  • Apply a technical/engineering perspective to lifecycle analysis, emissions accounting, and compliance frameworks.
  • Draft clear and concise briefing notes, dashboards, and memos highlighting regulatory changes, risks, and trading opportunities.
  • Build and maintain strong relationships with regulators, auditors, and industry associations; represent Targray in consultations and working groups.
Requirements
  • Bachelor’s degree in Engineering (environmental, chemical, mechanical, or related discipline). Master’s degree an asset.
  • 3–8 years of professional experience in renewables, clean fuels, or sustainability regulations in Canada or the U.S.
  • Experience in government, regulatory agencies, or consulting environments with a focus on Canada’s Clean Fuel Regulations (CFR) is considered a strong asset.
  • Demonstrated ability to interpret and apply regulatory frameworks, with emphasis on renewable fuels and sustainability compliance.
  • Advanced Excel/Sheets; familiarity with SQL or Python welcomed. Ability to leverage AI or data-science tools for regulatory analysis is an advantage.
  • Strong analytical and critical-thinking skills, with the ability to simplify complex legislation for business decision-making.
  • Self-starter comfortable in a fast-paced trading and regulatory environment.
  • Strong written/verbal communication (English required, French an advantage).
