Quadra seeks a Regulatory Affairs Manager to lead our Canadian and North American regulatory programs from Burlington, ON or Vaudreuil-Dorion, QC. This permanent, full-time, hybrid role requires three in-office days per week and travel up to 20% between sites.

You will guide regulatory strategy for pharma, food, cosmetics, and chemicals, collaborating with Quality, Sales, Operations and Supply Chain to enable compliant, growth-oriented product introductions.

Qualifications

• Bachelor's degree or higher in a science field with regulatory focus.
• Master’s degree or certificate in regulatory affairs is a plus.
• Minimum 10+ years of regulatory affairs experience including leadership.

Position: Regulatory Affairs Manager

Location: Based out of office Burlington, Ontario or Vaudreuil-Dorion, Quebec

Hybrid / Flexibility Policy: We require a presence of minimum 3 days / week in office

Status: Permanent, full-time. This role is open due to a replacement.

We are looking for an experienced Regulatory Affairs Manager to lead our Regulatory Affairs team and support a diverse portfolio that includes active pharmaceutical ingredients, food, cosmetics and personal care, as well as specialty chemicals serving industries such as CASE, mining, pulp and paper, energy, and advanced manufacturing.

Reporting to the Director of Compliance, you will lead a team of Regulatory Affairs Specialists and play a pivotal role in shaping Quadra's compliance strategy, supporting portfolio expansion initiatives, evaluating new products, and ensuring regulatory requirements are integrated into key business decisions. Your expertise will directly contribute to responsible growth, customer satisfaction, and the continued success of our organization.

What will you bring to the team?

• A strong technical knowledge of pertinent government regulations andassociated compliance requirements as well as insight in determining compliance pathways for new business areas developed by the company
• Active participation in industry associations such as Responsible Distribution Canada (RDC) and the Alliance for Chemical Distribution (ACD).

You would be responsible for:

Team Management:

• Lead and develop a team of Regulatory Affairs Specialists, providing coaching, mentorship, and performance management.
• Set team priorities and optimize workflows to ensure efficient, business-focused compliance support.
• Oversee regulatory compliance activities across Quadra's pharmaceutical, food, and chemical portfolios.
• Ensure regulatory requirements are met while enabling commercial growth and operational excellence.
• Partner with the Director, Compliance Assurance to define team objectives

Systems, Processes, Continuous Improvement, and Reporting Metrics

• Drive process improvements and operational efficiencies across the Regulatory Affairs function.
• Develop meaningful metrics and reporting to support performance and decision-making.
• Assess systems and workflows to identify opportunities for optimization and automation.
• Explore innovative technologies and AI-driven solutions to enhance team effectiveness and business outcomes.

New Product Compliance & Regulatory Compliance:

• Development and implementation of efficient Regulatory Affairs procedures to determine the CEPA/TSCA status of all new products and the identity of product ingredients
• Mentoring the Regulatory Affairs team regarding CEPA new substance screening activities
• Managing new product screening procedures that encompass compliance with many other product use regulations which reflect the wide diversity of industry sectors served: Food & Drugs Act and associated regulations, Transportation of Dangerous Goods Regulations, Drug Precursor Regulations, Explosive Regulations, WHMIS/GHS and additional Quadra internal requirements such as product High Risk classification
• Management of new product set-up workflow to facilitate a robust and efficient compliance program
• Product Registration Activity:Preparation and submission of pertinent product use approval submissions (i.e. NSN, fertilizers, animal feeds, pesticides, biocides, Food & Drug related use approvals, etc.)
• Management of regulatory compliance (for existing regulations) to include procedure revisions when regulations are updated

CEPA, TSCA & Product Safety Compliance

• Oversee CEPA and TSCA substance management activities, including regulatory reporting, notifications, and compliance monitoring.
• Ensure compliance with WHMIS 2025, U.S. GHS, and other product stewardship and hazard communication requirements.
• Lead product safety workflows and maintain the tools and systems that support regulatory operations.
• Support employee training and awareness programs while providing key compliance metrics and regulatory reporting to management.

How will you be successful in this Regulatory Affairs Manager role?

• Bachelor's degree inChemistry, Life Sciences, or any related field in the science industry
• Possessing a master’s degree in strategic management, business administration, or a Graduate certificate in Regulatory Affairs would be considered an asset
• Minimum of 10+ years of experience of regulatory affairs experience, including leadership experience within the pharmaceutical, food ingredients, chemical manufacturing, or distribution sectors.
• Thorough knowledge of regulatory affairs requirements in the pharmaceutical, food ingredients or chemical industry (manufacturing or distribution)
• Proven ability to lead, coach, and develop high-performing teams.
• Strong knowledge of the Canadian Environmental Protection Act (CEPA) and the Toxic Substances Control Act (TSCA)
• Strong knowledge of Environment Canada’s new and existing substance programs and their various initiatives (Chemical Management Plan, Section 71 mandatory surveys, voluntary surveys, DSL updates, etc.) and required compliance requirements
• Knowledge of WHMIS 2025 regulations, the associated classification criteria, and system elements, including WHMIS ingredient trade secret submissions
• Advanced knowledge of Canadian and US federal and provincial requirements
• Excellent oral and written communication skills, primarily in English. Bilingualism (French and English) will be mandatory to work from our Vaudreuil Office
• Advanced experience with the Office Suite as well as hands‑on practical experience with Salesforce and Sphera Intelligent Authoring (SDS creation) would be an asset
• Meticulous attention to detail, accuracy, and quality.

Working Conditions :

• Open to travel between Burlington and Vaudreuil if needed (Limited travel - around 20%)

Compensation:The annual base pay range for this position is reasonably expected to be $115,000.00 to $160,000.00. Please note that the base pay shown is a guideline, and individual total compensation will vary based on factors such as job-related knowledge, skills, education, and experience.

Base salary is only a part of the total rewards package - this role will also be eligible for a generous incentive program and benefits.
