Job summary

VIA Rail Canada seeks a Regional Advisor - Corporate Security & Intelligence to safeguard people, assets, infrastructure and operations across the region. Qualifications

  • Bachelor’s degree in Criminology, Security Management, Public Safety, or related field.
  • 5–7 years of progressive security experience with at least 3 years in regional/multi-site advisory role.
  • Experience in transportation, logistics, or critical infrastructure is a strong asset.
  • CPP, PSP or similar certification is an asset.
  • Bilingual in English and French (spoken and written) is required.

Responsibilities

  • Act as the primary regional liaison for corporate security matters, ensuring consistent application of VIA Rail’s security strategy across all facilities and operations within the region.
  • Develop and maintain collaborative relationships with provincial and local law enforcement, third‑party security services, emergency services, regulatory bodies, and Indigenous law enforcement leaders.
  • Oversee regional security operations and technology, including management of Marshals services and third‑party guard services.
  • Provide subject matter expertise and guidance to regional Operations Managers on security best practices, procedures, and risk mitigation strategies.
  • Represent the department in different forums in their region (H&S committee, etc).
  • Oversee the implementation and readjustment of site-specific security programs (physical security, access control, surveillance, emergency preparedness).
  • Coordinate and deliver security awareness and training programs for VIA Rail employees and contractors.
  • Ensure compliance with security policies, procedures, and response protocols.
  • Lead investigations of security incidents and coordinate emergency response efforts at regional level.

Reporting to the Director – Corporate Security & Intelligence, the Regional Advisor - Corporate Security & Intelligence, you will play an essential role in safeguarding our people, assets, infrastructure, and operations within your assigned region. This person will act as the critical link between regional operations and national security leadership, ensuring the implementation of corporate security programs while aligning with VIA Rail’s values, policies, and regulatory requirements.

Responsibilities
  • Act as the primary regional liaison for corporate security matters, ensuring consistent application of VIA Rail’s security strategy across all facilities and operations within the region;
  • Develop and maintain collaborative relationships with provincial and local law enforcement, Third party security services emergency services, regulatory bodies, and Indigenous law enforcement leaders to enhance integrated response capabilities;
  • Oversee regional security operations and technology, including the management of Marshals services and third-party guard services;
  • Provide subject matter expertise and guidance to regional Operations Managers on security best practices, procedures, and risk mitigation strategies;
  • Represented the department in different forum in their region (H&S committee, etc).
Security Program Implementation & Risk Management
  • Oversee the implementation and readjust to site-specific security programs, including physical security measures, access control, surveillance systems, and emergency preparedness initiatives;
  • Conduct regular security assessments, inspections, and audits to identify vulnerabilities and develop corrective action plans;
  • Lead or support investigations of security-related incidents, ensuring timely reporting, thorough documentation, and resolution in alignment with corporate protocols.
Training & Awareness
  • Coordinate and deliver security awareness and training programs for VIA Rail employees and contractors, fostering a proactive and informed workforce;
  • Ensure compliance with VIA Rail’s security policies, emergency procedures, and response protocols;
  • Actively promote a security-conscious culture through effective communication and engagement with regional teams;
  • Participate in diverse forum to represent CSI (exemple: H&S committee).
Crisis Management & Incident Response
  • Participate in the coordination of emergency response efforts at the attributed regional level, including drills, exercises, and real-time incident support;
  • Provide leadership during security emergencies, ensuring effective communication with Marshals, OTS and external stakeholders;
  • Facilitate and promote the scheduling of POJ training exercises on trains and in stations within the attributed region.
Reporting & Compliance
  • Monitor and ensure attributed regional compliance in regard with federal and provincial security regulations, including those related to transportation security and critical infrastructure protection;
  • Prepare and deliver security reports, incident logs, and risk assessments to corporate security leadership;
  • Contribute to the continuous improvement of corporate security policies, standards, and procedures, ensuring alignment with VIA Rail’s commitment to safety and security excellence.
Requirements
  • Bachelor’s degree in Criminology, Security Management, Public Safety, or a related field;
  • Minimum of 5-7 years of progressive experience in corporate or public security, with at least 3 years in a regional or multi-site advisory role;
  • Experience in transportation, logistics, or critical infrastructure is a strong asset;
  • Certification in security (e.g., CPP, PSP, or similar) is an asset;
  • Strong understanding of Canadian security laws and provincial regulations;
  • Valid driver’s license and ability to travel within the assigned region when required;
  • Bilingual in English and French (spoken and written) is required.
