Town of Halton Hills is seeking a Public Works Supervisor to oversee union staff and coordinate daily activities at the Robert C. Austin Operations Centre in Georgetown.

Responsibilities

  • Coordinate resources during spills, floods, or emergencies.

  • Monitor weather and road conditions to plan winter and other operations.
  • Address public concerns regarding maintenance activities.
  • Maintain knowledge of inspection and maintenance standards.
  • Assist in operates yards and division activities.
  • Perform other duties, including acting as supervisor or Manager as needed.

Job description

Reporting to the Manager of Operations, this position is responsible for the safe and effective execution of Public Works activities through the daily supervision of unionized staff, efficient planning and scheduling of work programs, and coordination of contractors. This position also shares in the planning, coordination and delivery of winter control operations.

  • Oversee and manage a portfolio of various inspection and maintenance programs on asset groups such as: roads, sidewalks, bridges, stormwater system, signs, sidewalks, culverts, stormwater ponds, trees, horticulture beds, trails, parks, sports turf, splash pads, cemeteries, etc.
  • Responsible and accountable for direct day-to-day supervision and scheduling of union staff, equipment, and materials to ensure completion of work programs in an effective and efficient manner.
  • Inspect work sites to monitor staff and contractors for appropriate safety practices, quality of work and productivity. Ensure compliance with Occupational Health & Safety Act, Corporate Policies and Divisional practices.
  • Assist in hiring and disciplinary processes involving full-time unionized staff, as well as seasonal and student employees.
  • Train, mentor and prepare staff for the safe and effective completion of assigned tasks and operation of equipment.
  • Provide excellent customer service to residents, internal departments, and external agencies.
  • Prepare and/or check daily work records to ensure labour, equipment, and materials are properly allocated.
  • Process and authorize invoices and credit cards for materials and contract services.
  • Coordinate internal and/or contracted resources in response to spills, floods or other emergencies.
  • Assist in developing capital and operating budgets and monitor activities to ensure completion within budget limits.
  • Monitor weather forecasts and road conditions to determine appropriate responses to winter (and other) weather events, and coordinate resources to minimize risk to the public and ensure effective operations.
  • Review and respond to concerns from public regarding maintenance activities and determine appropriate actions.
  • Maintain a thorough knowledge and understanding of applicable legislated and/or Town inspection, patrol and maintenance standards.
  • Assist in the general operation of works yards and the Public Works division.
  • Perform all other related duties as assigned, including assuming the duties of other Public Works Supervisors and/or Manager of Operations, as needed.
Qualifications:
  • Secondary School Diploma or equivalent.
  • 10 years of experience in a municipal public works environment.
  • 3 years of experience in a leadership role.
  • Associate Road Supervisor certificate from Association of Ontario Roads Supervisors (AORS).
  • Computer literacy in Microsoft Office Products.
  • Experience supervising unionized staff and working with collective agreements.
  • Sound knowledge of road and/or park maintenance operations and practices.
  • Sound knowledge of emergency response procedures and winter control operations.
  • Knowledge of heavy equipment operations.
  • Sound judgement skills in evaluating staff, recruitment, and disciplinary procedures.
  • Advanced problem-solving skills with the ability to develop alternative solutions.
  • Strong interpersonal and excellent teamwork skills.
  • Ability to deal with residents, contractors, agencies, and staff in potentially contentious situations.
  • Excellent verbal and written communication skills.
  • Ability to maintain a high level of confidentiality.
  • Strong time management and organizational skills.
  • Ability to perform the physical duties of the position, including exposure to outside work in severe weather conditions, exposure to construction equipment, activities and traffic, and maintaining attention to detail for extended periods of time.
  • Current CPR with First Aid certification.
  • Valid Ontario Class D driver’s license with Z air endorsement and a clean driver’s abstract.

Compensation:

The salary for this position (35 hours per week) is $97,722 – 116,335 per annum. This position is required to take standby assignments throughout the year, work shifts during winter, and work overtime as required, including weekends. Occasional attendance at after-hour site meetings will also be required.

This position is based out of the Robert C. Austin operations Centre, 11620 Trafalgar Rd, Georgetown.
