The Proposal Procurement Lead (estimator) is an individual contributor role that is responsible for determining the current/expected material costs of Veolia Water Tech‑supplied equipment to establish the budget during the project execution.
This role can be performed from any of our key sites in the U.S.A. or Canada: Trevose, Pennsylvania; Norfolk, Virginia; Minnetonka, Minnesota; Boulder, Colorado; Houston, Texas; Oakville, Ontario.
Duties & Responsibilities
- Partner strategically to help win projects, ensuring successful execution and improved margins.
- Collaborate with stakeholders—Project Proposal, Sales Category, Engineering, Logistics, Quality, and Procurement—to develop optimal cost strategies covering materials and procurement labor.
- Coordinate and lead project teams focused on procurement during the tender phase.
- Guide project cost strategy using quotations, vendor contracts, material costing database, cost standards, and historical data.
- Develop and maintain cost‑standard tools and records for future costing.
- Collaborate with project execution teams on cost strategy transfer and Return‑on‑Experience (REX).
- Evaluate risk and contingencies to be included in proposal material costing; monitor current and expected market conditions affecting costs.
- Maintain proficiency with company software such as Google Suite and SAP.
- Adhere to the Company Values, Ethics, and Safety Policies.
- Provide cost estimation for 3rd‑party material costs.

- Solid understanding of costing methodology, able to apply logic and reasoning to properly develop costs with limited input.
- Ability to read and understand engineering drawings, fabrication drawings, and specifications.
- Above‑average knowledge of engineering equipment or a manufacturing environment.

Education & Experience Required
- Seven years of combined work experience in the Water & Wastewater sector or other EPC environment as a Mechanical or Commercial engineer.
- Project management, procurement, and supply‑chain background/experience.
- Bachelor’s Degree in Engineering.
Desired Skills and Qualifications
- Candidates with an MBA, Master’s degree, or certification such as CPM, CPSM, PMP, etc.
- Solid understanding of procurement sub‑functions and water treatment technologies (products and operations).
