Job description

Position Summary

We are seeking a highly experienced Project Safety Manager to join our team for the Pape Underground Station project. This position plays a critical role in providing full‑time on‑site, dedicated safety oversight for complex underground transit infrastructure, particularly in environments with live operational interfaces such as the TTC Pape Station. The successful candidate will lead site‑specific safety planning, risk assessments, and the enforcement of Lifesaving Rules in accordance with Metrolinx, OHSA, and project‑specific safety standards. This site‑based leadership role requires deep expertise in underground station construction, proactive safety management, and coordination with multiple stakeholders, including transit authorities, subcontractors and unions.

Key Responsibilities
  • Develop, establish, and enforce comprehensive safety protocols to ensure full compliance with all relevant safety regulations and standards on the construction site.
  • Developimplement and maintain the Safetymanagementsystem, Draft and review safetyprocedures,andpolicy to ensure continuous compliance with legal, ISO 45001 and client requirements.
  • Utilize industry‑standard safety management software and tools to track and report safety metrics.
  • Ensure that safety records are maintained accurately and are readily accessible for audits and inspections.
  • Prepare leading and lagging indicators reports (TRIR, LTIF, near miss trends etc.) and present findings to leadership.
  • Develop and implement Work Safety Plans and risk assessments tailored to project requirements including underground and live‑transit environments.
  • Ensure strict compliance with OHSA, Construction Regulations, and safety standards.
  • Conduct daily site inspections, perform regular safety audits, and toolbox talks.
  • Provide coaching and mentorship to site personnel on safe work practices.
  • Enforce Lifesaving Rules and lead incident investigations and corrective action plans.
  • Coordinate with the TTC, Metrolinx, and subcontractors to ensure alignment with transit safety procedures.
  • Develop and maintain Standards, Work method statements and site‑specific health and safety documentation.
  • Supervise and assign tasks to a team of Health & Safety personnel to ensure full coverage and effective safety enforcement.
  • Support the implementation of modified duty programs and ensure proper communication protocols with unionized labour.
Education and Qualification
  • 7–10 years of experience in heavy civil construction, with a strong focus on urban infrastructure and transit projects.
  • 5+ years of direct safety management experience.
  • Experience in tunnels is a strong asset.
  • Diploma or degree in Occupational Health & Safety or related field.
Job Requirements
  • Ability to work flexible hours, including nights and weekends, as required by project demands.
  • Strong working knowledge of OHSA, Construction Regulations, and Metrolinx safety requirements.
  • Demonstrated ability to develop safety documentation including Standards, job hazard assessment, H&S policies, and Work Safety Plans.
  • Experience working in unionized environments and managing safety communications with labour organizations.
  • Valid certifications in:
    • Working at Heights
    • Confined Space Entry
    • First Aid & CPR
  • Professional designations such as CRSP, CHSC, NCSO, or ISO 45001 Lead Auditor are strong assets.
  • Strong organizational, leadership, and written communication skills.
  • Ability to work independently and manage competing priorities under pressure.
  • Proven ability to implement and enforce Lifesaving Rules in high‑risk construction environments.
  • Effective team leadership skills and ability to delegate and manage H&S Inspectors on‑site.
  • Excellent interpersonal and communication skills to collaborate across project teams and subcontractors.
  • Self‑driven and proactive with a hands‑on approach to problem‑solving and incident prevention.
  • Willingness to be fully deployed to site (Pape Station, Casburn Station, or tunnels) for the duration of the project.
  • Ability to perform effectively under pressure and in high‑stress situations.
