Reporting to Senior Management - Redevelopment w e are seeking a full-time permanent Project Quality Control Officer who will be responsible for ensuring comprehensive reviews and process improvements are implemented for all project management processes for all deliverables at all project stages. The goal is to ensure industry leading project management standards are achieved and sustained and that buildings are delivered with a minimum number of deficiencies via comprehensive commissioning and closeout processes. The two key projects are :

  • Phase 1D Forensics (550000 sqft) parking garage addition is a DBF project currently at 100% Construction Documents with construction underway. Occupancy is anticipated in early 2029 with trailing activities to be completed in 2030.
  • Phase 1D Research (400000 sqft) is a Construction Management at Risk (CMaR) project currently under construction with occupancy anticipated for late 2027.

At the completion of these projects CAMH will have achieved its urban vision on its 27-acre site through the provision of public streets streetscapes and ground-level public access.

You will join a high caliber team and assist in the delivery of two simultaneous large capital projects. Your ability to mitigate risk during all phases of the project(s) is critical along with your ability to manage stakeholder expectations towards project approval. This position is located at the CAMH Queen Street Site at Queen Street West and Ossington Avenue.

Responsibilities include
  • During all project phases (early planning to final commissioning) review project management processes and recommend and ensure improvements or best practices have been implemented. Take leadership where necessary to ensure success.
  • Knowledge and skill in applying project management practices and processes including project implementation planning project governance project controls quality control risk management procurement and contracting.
  • Ability to conduct project management process audits for Complex Capital Projects including but not limited to Procurement Process Audits; Construction Contract audits; Progress Billing reviews etc.
  • Proactive approach to project management with the ability to anticipate project risks (opportunities and threats) so that potential challenges can be addressed before they occur.
  • Collaborate and partner with project team members including contractors design consultants and equipment vendors to achieve successful project outcomes.
  • Assist with Ministry of Health and Long-Term Care (MoHLTC) communication and correspondence.
  • Support coach and mentor project redevelopment team members.
  • Interim backfill positions as required (due to vacation leave etc.).
Minimum Requirements

You have a university degree in engineering architecture or an equivalent combination of education and experience preferably with a professional license. You have a minimum of 20 years senior / executive level project development / management experience leading teams including leading teams on large (in excess of $300M) construction projects. You have experience setting up and running a Project Office for a redevelopment team preparing and presenting to Project Teams Senior Management and Board Committees. You are knowledgeable of all design disciplines and have worked previously with design teams. Experience with Alternate Finance Procurement (AFP) healthcare redevelopment projects and construction management is strongly required.

The successful candidate will have clearly demonstrated leadership and management skills strategic thinking skills project management skills budget planning excellent verbal and written communication skills superior interpersonal skills and knowledge of hospital operations with knowledge of mental health operations considered an asset. You are a strong team player with the ability to lead influence and solve problems as they arise within diverse functional groups. Takes initiative and out-of-the-box thinking; and ability to exercise sound judgment and discretion. You have the ability to work autonomously and prioritize your work activities while responding to multiple demands in a dynamic environment. The ability to work effectively in a wide range of settings with individuals from diverse backgrounds is mandatory. Bilingualism (French / English) or proficiency in a second language is also considered an asset.

Please Note: This full-time permanent position is NOT part of any bargaining unit.
