Experience and Skill Set Requirements
1. Technology Leadership (25%)
  • 1.1. 10 years experience in technology project management; at least 5 years must include projects that required large technology procurements.
  • 1.2. Demonstrated experience gathering and developing requirements in order to create and maintain project schedules and integrated plans.
  • 1.3. Demonstrated experience using the agile / scrum framework to promote best practices and awareness to the project team clients and / or stakeholders in order to ensure success.
  • 1.4. Demonstrated experience scheduling and facilitating agile / scrum events including but not limited to backlog management sprint planning daily stand-ups sprint reviews and retrospectives.
  • 1.5. Demonstrated experience with identifying and defining architectural requirements.
  • 1.6. Demonstrated experience with change management.
  • 1.7. Demonstrated experience identifying risks and providing proper mitigation strategies.
  • 1.8. Demonstrated experience managing the implementation of application infrastructure or migration activities.
  • 1.9. Experience with Change Management and Release Management as processes supporting the implementation of large enterprise applications.
  • 1.10. Experience with ITIL processes such as Service Level Management, Problem Management, Change Management, Release Management and Capacity Management.
2. Technology Experience (25%)
  • 2.1. Demonstrated experience with the design of new enterprise and application layers.
  • 2.2. Ability to define, identify and describe information architectural requirements with clients.
  • 2.3. Demonstrated experience with common consistent shareable re‑usable and extensible data structures.
  • 2.4. Knowledge of application and infrastructure design.
  • 2.5. 5 years of experience with quality control and assurance methodologies and practices as applied to the implementation of large applications.
  • 2.6. Experience managing enterprise solutions with technologies that include IBM Portal WebSphere DataPower OpenShift Cloud Automation Manager Ansible and Oracle Database.
  • 2.7. Experience managing enterprise solutions with application software such as Urban Code Velocity Cognos Informatica and IBM APIC.
3. Vendor Management Experience (25%)
  • 3.1. Demonstrated experience managing large procurements i.e. procurements resulting in multi‑year contract durations and total values over $2M.
  • 3.2. Demonstrated experience with the full lifecycle of public procurements including requirements development, Request for Bids (RFB) development, publishing, evaluation, contract award and vendor onboarding.
  • 3.3. Demonstrated experience working with and managing external vendor relationships.
  • 3.4. Demonstrated experience drafting SOW, Work orders and contract negotiations.
  • 3.5. Demonstrated vendor management experience in OPS / government setting understanding of Procurement practices.
4. Stakeholder Management (25%)
  • 4.1. Demonstrated experience effectively communicating with teams, clients, various stakeholders and senior Management.
  • 4.2. Demonstrated experience reporting on progress of deliverables, milestones, issues and risks to various audiences including steering committees and formal status reporting.
  • 4.3. Demonstrated experience preparing documentation such as Presentations, other technical documentation / deliverables (i.e., technical strategy document, option analysis, etc.).
  • 4.4. Experience providing updates and advice to senior management.
  • 4.5. Experience presenting to executive steering committees responsible for project oversight and decision‑making.
Must Have
  • Experience working with the delivery of complex Cloud technology projects.
  • Experience managing enterprise solutions with technologies that include IBM Portal WebSphere DataPower OpenShift Cloud Automation Manager Ansible and Oracle Database.
