Senior IT Project Manager – T&I Modernization Portfolio

Project Portfolio: Energy Modernization & IT System Transformations

The Ministry of Technology and Innovation is seeking an experienced Project Manager to lead a suite of high-priority digital transformations required for Ministry clients. These initiatives ensure statutory compliance, bolster cybersecurity, and modernize legacy infrastructure to handle physical commodity tracking, sophisticated calculations, and seamless multi-system integrations. The Project Manager will oversee a diverse portfolio comprising four critical initiatives:

  1. ADX Studio Migration (Security & Platform Modernization): Mitigate active cybersecurity vulnerabilities by executing a like-for-like platform migration from legacy ADX Studio to Microsoft Power Pages and Dataverse. This initiative requires rigid lifecycle delivery—spanning planning, architecture setup, user story definition, standardized workflow development, UAT, change management, and go-live.
    • Delivery of ADX Studio/CRM Dynamics to Power Applications/Dataverse migrations. Confirm involvement in planning, execution, testing, or deployment activities. Delivery of data, portal, or application migration.
  2. Natural Gas Royalty-in-Kind (GRIK) Initiative: Operationalize a two-phased regulatory and financial framework empowering the Crown, via the Alberta Petroleum Marketing Commission (APMC), to direct and administer natural gas royalties-in-kind. The project encompasses deep system enhancements across MRIS, Intel ESG, Petrinex, and CARS to manage physical volume tracking, volumetric reconciliation, and financial integration:
    • Phase I (Resource Credit Program): Implements a voluntary, credit-based mechanism allowing APMC to grant royalty credits to eligible suppliers.
    • Phase II (GRIK Mandatory Program): Enables mandatory Crown directive authority when voluntary arrangements fall short of supply needs.
  3. Bitumen Royalty In-Kind (BRIK) Regulatory Backstop: Modernize legacy, cash-only royalty systems (ETS, OASIS, CARS, RFM, EAD) to operationalize the mandatory BRIK Regulatory Backstop in compliance with provincial regulations. The project configures, enhances, and integrates core IT systems to handle physical barrel deliveries, complex carve‑out valuations, distinct transaction classifications, and APMC reconciliation through a two-phased delivery model:
    • Phase I: Operationalization of streamlined manual business processes.
    • Phase II: Full system automation and end-to-end integration.
  4. Enhanced Hydrocarbon Recovery Program (EHRP) Modernization: Implement multi-application changes to support new program streams under the Mature Asset Strategy and Incremental Hydrocarbon Recovery Royalty Regulation—specifically the Research and Commercialization Stream (RACS), Enhanced Hydrocarbon Recovery (EHR) Stream, and Innovative Technology Program (ITP) Stream. This initiative modernizes application intake, approval workflows, eligibility assessments, royalty calculation engines, credit management, and compliance reporting.
Duties

Responsible for coordinating and delivering IT projects from initiation through completion. This includes overseeing all project activities, establishing timelines, assigning tasks, and tracking progress to ensure objectives are met. Maintains effective working relationships with project teams, vendors, and cross‑departmental partners. Provides clear, timely progress updates and prepares status reports for senior management.

Compile project charters and business/project plans to support activities, including the most suitable approach to be used in the development of each applicable project, to ensure business objectives and data integrity are achieved.

Manage project(s) that will document business requirements, design and deliver IT solutions that are compliant with and contribute to the Ministries' enterprise architecture.

Assist with the development of recommendations including providing details of resource requirements, dependencies, interdependencies, policy implications pertaining to internal/external influences and the methodology to be applied.

Lead or facilitated risk/impact assessments. Interpreted findings and provide recommendations. Engage stakeholders to identify and evaluate risks.

Produce and package deliverables for presentation to various internal support teams, steering committee, and other project stakeholders.

Create and manage project budgets. Track forecast vs. actual expenditures. Monitored variances and report financial status.

Manage multiple projects, project resources and project governance.

Work with project sponsors to ensure that effective project communication exists through the duration of the project including escalation of risks as required.

Take responsibility for ongoing client satisfaction – manage peer-level client relationships and overcome hurdles to ensure win‑win solutions.

Collaborate with business and IT leadership to develop a well‑defined project plan that clearly states the project's objectives, scope, assumptions, timeline, resource requirements, risks, benefits and budget.

Work with project sponsors and the project management office to develop a project organization structure with clearly defined roles and responsibilities for all stakeholders.

Document and report project status against established objectives, milestones, budget and resources and facilitate tracking and closure of issues and risks.

Develop project schedule plans and strategies, estimate resource requirements, develop and monitor work plans and take corrective action for completion of project tasks.

Provide guidance to project resources in establishing work priorities and prompt delivery of project tasks.

Develop, as required, related requirements documentation.

In collaboration with project sponsors, assess whether the project achieved stated outcomes and identify opportunities for improvement for future similar projects.

Provide leadership and assistance to business and project teams that require change management and communication support.

Work within the standards defined by the project management office and in the absence of standards work with the project management office to define new standards.
