Job summary

Trans Mountain is seeking a Project Manager for the Marine Vapour Control System Upgrade Program (MVCSUP) on a contract basis. The role is based in Burnaby or Calgary and will lead planning and delivery of this critical program.

You will coordinate multidisciplinary teams across engineering, environment, regulatory, procurement and operations, ensuring alignment with Stage-Gate processes, approved funding, and lifecycle asset objectives.

Qualifications

• PMP certification or equivalent project management credential.
• P.Eng. designation in a Canadian jurisdiction.
• Minimum 10 years of progressive experience delivering complex capital projects in energy/pipeline/marine/industrial sectors.
• Strong knowledge of Stage-Gate governance, cost estimating, scheduling, risk management, and contractor oversight.
• Experience leading multidisciplinary teams and coordinating with external partners within an operating facility.

• Lead delivery of the MVCSUP program and integrated projects with accountability for scope, schedule, cost, safety and risk.
• Advance the program through Gate 2 readiness, Front-End Engineering and Design planning, regulatory readiness and funding decisions.

Trans Mountain is seeking a collaborative, motivated, and values-driven individual to join our dynamic team as Project Manager, Marine Vapour Control System Upgrade Program (MVCSUP) (Contract). In this position, you will play a key role in leading the planning and delivery of the Marine Vapour Control System Upgrade Program and its two integrated projects, ensuring safe and successful delivery from concept through commissioning and initial operations. The successful candidate will demonstrate strong project management and integration expertise, with the ability to coordinate cross-functional teams and external partners while ensuring alignment with Trans Mountain's Stage-Gate Project Delivery Model, approved funding, business objectives, regulatory requirements, operational constraints, environmental commitments, and lifecycle asset management objectives.

Key Responsibilities

• Lead delivery of the Marine Vapour Control System Upgrade Program and its integrated reliability and combustion-capacity projects, with overall accountability for scope, schedule, cost, quality, safety, risk, interfaces, and stakeholder alignment.


• Advance the Program through Trans Mountain's Stage-Gate Project Delivery Model, including Gate 2 readiness, Front-End Engineering and Design planning, regulatory readiness, investment decisions, construction readiness, commissioning checkpoints, and handover to Operations.


• Direct multidisciplinary teams across Operations, Engineering, Environment, Regulatory, Stakeholder and Indigenous Engagement, Supply Chain Management, Project Controls, consultants, contractors, and equipment suppliers to validate system constraints and develop integrated solutions.


• Work collaboratively with the Project Team, including the Manager, Engineering; Manager, Business Readiness; Project Engineer; Manager, Health and Safety; Regulatory Advisor; and Manager, Environment, to align functional requirements, resolve cross‑functional issues, and support integrated Program delivery.


• Coordinate the Program within the broader Westridge Marine Terminal delivery framework, working closely with the Project Coordinator, Construction Manager, and site leadership to align priorities, resources, interfaces, site access, construction activities, and operational requirements.


• Develop and maintain the execution strategy, business case, basis of design, engineering studies, scopes of work, cost estimates, integrated schedules, procurement plans, contracting strategies, risk register, decision records, and governance deliverables.


• Lead option development and formal decision‑making for Vapour Combustion Unit siting, equipment configuration, the long‑term role of the legacy Vapour Combustion Unit, and the sequencing and impairment strategy required to complete Vapour Recovery Unit upgrades while maintaining terminal operations.


• Manage engineering firms, consultants, contractors, and vendors through project development and execution, including early planning for long‑lead equipment, vendor integration, performance requirements, factory and site acceptance testing, safety, quality, and contractual compliance.


• Coordinate permitting, environmental assessment, emissions modelling, noise and vibration mitigation, and engagement with applicable regulators, Indigenous communities, stakeholders, and neighboring communities.


• Plan and oversee engineering, construction, tie‑ins, outages, impairments, commissioning, start‑up, training, operational readiness, and handover activities within an operating marine terminal.


• Integrate sustaining capital, facility integrity, deficiency‑management, and operational optimization activities with the Program to manage interfaces, avoid scope gaps or duplication, and support lifecycle reliability.


• Track Gate Review findings, risks, opportunities, assumptions, decisions, funding, and resource requirements; provide concise progress reporting and recommendations to the Gatekeeper, Executive Sponsors, governance bodies, and senior leadership.

Qualifications And Professional Experience

• Post‑secondary education in Chemical, Electrical, Civil, or Petroleum Engineering, or related discipline.


• Professional Engineer (P.Eng.) designation in a Canadian jurisdiction.


• Project Management Professional (PMP) designation or equivalent project management certification is preferred.


• Minimum 10 years of progressive experience delivering complex capital projects within the energy, pipeline, marine terminal, industrial, or midstream sectors.


• Demonstrated experience leading multidisciplinary engineering, permitting, procurement, construction, commissioning, and operational integration within an operating facility.


• Experience managing consulting, engineering, procurement, and construction contracts, including long‑lead equipment and vendor integration.


• Strong knowledge of Stage‑Gate governance, scope development, cost estimating, scheduling, risk and opportunity management, change control, project controls, and contractor oversight.


• Demonstrated experience managing major capital projects or programs with significant technical, regulatory, environmental, stakeholder, and operational interfaces.
