Job summary

Trans Mountain Corporation in Calgary is seeking a Senior Facilities Project Manager to lead major facilities packages, coordinate cross-disciplinary teams, and ensure successful delivery from development through handover to Operations. This role requires strong engineering background, a decade of Oil & Gas experience, and a collaborative leadership approach.

The position is based in the Calgary Head Office, with field visits during construction, and reports to the Director, Capital Projects

Qualifications

  • Bachelor of Engineering or equivalent educational and practical experience.
  • PMP Certification is an added benefit but not required.
  • Minimum 10 years of progressive experience in Oil & Gas or equivalent.

Responsibilities

  • Manage assigned facilities packages (new pump stations, upgrades, and related site work).
  • Coordinate terminal modification packages at Edmonton, Sumas, Burnaby within scope.
  • Lead cross-disciplinary project teams including engineering, procurement, construction, and operations.
  • Develop area execution plans, schedules, budgets, procurement plans, and risk mitigation for scope.
  • Ensure scope definition, interfaces, handover requirements, and deliverables are clearly documented.
  • Proactively manage risks related to brownfield work, outages, and long-lead equipment.
  • Support gate project delivery models with planning documents, risk assessments, and records.
  • Coordinate with regulatory, Indigenous relations, land, safety, and operations requirements.

Key Responsibilities
  • Manage assigned facilities packages that may include portions of the 5 new greenfield pump stations, 6 new stations at existing facilities, additional pump units at 6 existing stations, pump impeller upgrades, DRA facilities, or related site work.
  • Manage assigned terminal modification packages at Edmonton, Sumas, and Burnaby where included in the assigned area or work package.
  • Coordinate engineering, procurement, fabrication, construction, outage planning, commissioning, turnover, contractor management, and Operations interfaces for assigned facilities scope.
  • Manage assigned MOP facilities scope from development through engineering, procurement, fabrication, construction, commissioning, turnover, and handover to Operations.
  • Work with the Manager, Facilities MOP to ensure assigned area goals, scope, schedules, budgets, forecasts, gate deliverables, risks, and reporting requirements are aligned with overall Project requirements.
  • Lead assigned multi-disciplinary project teams, including engineering, project controls, construction, SCM, quality, HSE, permitting, operations, consultants, contractors, fabricators, and vendors.
  • Develop and manage area execution plans, work package plans, schedules, estimates, budgets, procurement plans, change logs, action registers, and risk mitigation plans for assigned facilities scope.
  • Ensure scope definition, battery limits, assumptions, exclusions, interfaces, handover requirements, and deliverables are clearly documented and controlled throughout the project lifecycle.
  • Take a proactive approach to managing risks associated with brownfield work, site access, outages, fabrication, long‑lead equipment, workface planning, construction productivity, commissioning, and Operations interfaces.
  • Support the Trans Mountain Stage‑Gate Project Delivery Model by preparing and maintaining required planning documents, estimates, schedules, risk assessments, decision records, and gate deliverables for assigned scope.
  • Coordinate with functional groups and stakeholders to ensure engineering, environmental, regulatory, Indigenous relations, land, operations, quality, safety, and security requirements are understood and incorporated into plans.
  • Support regulatory and permitting activities by providing project information, reviewing documents, responding to information requests, and tracking commitments for assigned facility scope.
  • Support scoping, bidding, evaluation, award, administration, and performance management of consultants, contractors, fabricators, equipment vendors, and subcontractors in collaboration with SCM and the Manager, Facilities MOP.
  • Oversee contractor and vendor performance against safety, quality, cost, schedule, productivity, documentation, and turnover expectations.
  • Review and coordinates approval of construction documents, fabrication plans, quality plans, work plans, commissioning plans, execution plans, and turnover documentation, including acceptance from key stakeholders.
  • Coordinate with Operations on tie‑ins, isolations, outages, commissioning activities, and work inside operating facilities or operationally sensitive areas.
  • Ensure Trans Mountain health, safety, environmental, quality, and security expectations are clearly communicated, planned, and executed across assigned scope.
  • Work collaboratively with Engineering and Operations to ensure designs meet safety, functionality, maintainability, operability, constructability, and Project requirements.
  • Ensure constructability reviews are completed and that constructability considerations are reflected in estimates, schedules, risk assessments, construction plans, and contractor deliverables.
  • Prepare concise status updates, decision materials, presentations, and reports for the Manager, Facilities MOP and senior leadership as required.
Qualifications and Professional Experience
  • Post‑secondary education in Bachelor of Engineering or equivalent educational and practical experience. PMP Certification an added benefit but not required.
  • Minimum 10 years of progressive experience in the Oil & Gas industry or equivalent industry experience.
  • A consistent track record of delivering high‑quality work, managing competing priorities, and supporting key business processes or operational functions.
  • Demonstrated ability to work effectively with colleagues and stakeholders from a variety of backgrounds and levels across the organization.
  • Effective communication skills, including the ability to convey information clearly, respectfully, and professionally.
