A tech staffing agency in Manitoba seeks an experienced IT Project Manager with over 10 years of experience managing IT projects. The role requires a valid PMP or Prince2 certification and proven expertise in project lifecycles, budget management, and stakeholder communication. Lead and manage all project phases to achieve objectives within scope, budget, and schedule.
Maintain regular communication with all stakeholder groups, including project owners, team members, consultants, and Manitoba staff.
Direct the activities and deliverables of assigned project management resources.
Review, record, and manage contract change requests in accordance with Manitoba's authority and approval framework.
Actively monitor project risks and opportunities, communicating updates and mitigation strategies to stakeholders.
Coordinate and manage all activities required for successful project delivery.
Ensure timely and accurate project entry and data management within Manitoba's project management framework and information systems.
Develop and maintain detailed project schedules integrating capital and operating streams.
Provide regular updates to the assigned Manitoba Manager, including both actual and forecasted project spending.
Operate within approved project budgets, adhering to Manitoba's capital framework and financial controls.
Manage implementation activities to ensure conformity with approved requirements, schedules, and deliverables.
Collaborate with consultants, external partners, and internal stakeholders to define project requirements, detailed designs, and specifications up to tender-ready documentation.
Support and participate in the tendering process, including assisting selection committees, evaluating proposals, and awarding contracts in compliance with federal, provincial, and municipal regulations.
Develop procurement plans consistent with Manitoba's obligations, policies, and standards.
Deliver project plans to ensure alignment of goals, expectations, and deliverables.
Manage Service Providers and contractors to control project scope, schedule, budget, quality, risks, communications, and change control.
Oversee all change management processes, including change orders and charter amendments.
Monitor project budgets, process progress claims, and advise on timing of payments and holdbacks.
Provide biweekly or weekly reporting on project status, financials, and performance metrics using Manitoba systems and templates.
Navigate Manitoba's internal processes, including Architectural Review Board (ARB) approvals and governance checkpoints.
Conduct project startup meetings, attend biweekly client updates, and deliver consistent communication to stakeholders.
Track and manage project risks and opportunities, providing recommendations and escalation as needed.
Oversee quality assurance and control to ensure all work meets contractual and technical standards.
Manage and coordinate staff training on new systems and tools.
Maintain accurate project records and documentation within Manitoba's information management systems.
Partner with Manitoba to tender, recommend, select, and negotiate contracts with vendors and service providers.
Conduct formal project closeout reviews with stakeholders.
Assemble and validate all project closeout materials, including as-built documents, operations handover packages, and training manuals.
Facilitate lessons-learned sessions to identify successes and improvement opportunities.
Ensure all project closure documentation is completed and approved.
Minimum of 10+ years of experience managing Information Technology projects.
Valid PMP Certification or Prince2 Practitioner Certification (required).
Demonstrated expertise in project lifecycles, including planning, resource allocation, cost management, and schedule estimation.
Proven experience developing business cases and managing project budgets and financial reporting.
Experience managing projects within a public sector organization.
Ability to manage multiple concurrent projects effectively.
Excellent interpersonal, listening, and communication skills (oral, written, and presentation).
Strong facilitation, critical thinking, and problem resolution skills.
