  • Familiar with the Federal and Provincial environmental acts and regulations.

Description

Strathcona County’s Operations Planning and Inspection team is seeking a detail-oriented innovative Project Manager to lead road maintenance projects from start to finish. You’ll coordinate with project partners, manage budgets and schedules, ensure compliance with engineering and regulatory standards, and tackle challenges with effective solutions. Key Responsibilities
  • Business case review of maintenance projects typically up to $5M
  • Prepare Requests for Proposals including project background, history, site conditions and evaluate submissions for engineering consulting services
  • Contract administration and supervision of consultants and contractors to ensure projects are completed on time, within budget, and in compliance with specifications and technical requirements and meet the requirements of the business case
  • Meet with residents and other stakeholders to present design alternatives, land impacts and resolve issues
  • Prepare project cost estimates, preliminary plans and related documents
  • Prepare tender documents for projects to be undertaken
  • Check and evaluate tenders, check contractor qualifications, make recommendations for award
  • Attend and/or arrange all regular site meetings representing Strathcona County, make decisions based on technical judgement and ensure the project is in line with the County’s strategic goals
  • Make regular site visits to check progress, ensure quality and contract compliance, monitor contractor activity and perform site inspections
  • Review and check all invoices, progress claims and internal charges to conform to agreement terms
  • Prepare update and implement communication plans, schedules, project cost tracking to ensure up-to-date information is provided to project partners
  • Develop, coordinate and review design plans to ensure public safety, business case compliance and economical project completion
  • Arrange and attend the Construction Completion inspection, ensure as-built drawings are finalized and received and arrange and/or attend the Final Acceptance inspection
  • Provide mentorship and training to other staff within the department
Qualificationsand Skills
  • Diploma in Civil Engineering Technology or a Degree in Civil Engineering
  • Certification as a Certified Engineering Technologist (C.E.T) with the Association of Science and Engineering Technology Professionals of Alberta (ASET) or an Engineer in Training (E.I.T.) with the Association of Professional Engineers and Geoscientists of Alberta (APEGA)
  • 2 years related experience in road construction and asset maintenance is an asset
  • Related experience working within a municipal setting and/or private contractor is an asset
  • Course work in Transportation Engineering specifically roadway construction, rehabilitation, geometric design, materials testing and contract law is an asset
  • Sound understanding of civil-related construction procedures, materials, pavement properties and quality assurance and must be familiar with current TAC and ITE guidelines Strathcona County Design and Construction Standards
  • Familiar with the Federal and Provincial environmental acts, regulations and policies including: Migratory Bird Act, Alberta Environmental Water Protection Act, Transportation Canada Navigable Waters Protection Act, Department of Fisheries and Oceans Policies, and Alberta Environment and Sustainable Resources Development
  • Good communication skills (verbal and written), technical report writing skills, the ability to work collaboratively in a team environment
  • Strong analytical and problem-solving abilities
  • Experience in dealing with contractors, consultants, the general public and be able to address questions and concerns effectively
  • Knowledge and experience with construction surveys and measurements, construction safety, temporary traffic control & signage, and Occupational Health & Safety regulations
  • Computer skills and experience with AutoCAD, MS Project, Word, Excel, SharePoint, etc.
Conditions of Employment
  • Valid Alberta Class 5 Drivers licence and submission of a 5-year Drivers Abstract with less than 7 demerits
  • Willingness and flexibility to work extended hours to accommodate project schedule when required
