Flexstaf I.T. Inc. is seeking an experienced Project Manager to lead strategic IT initiatives in a government context from initiation through closure. You will manage scope, schedule, budget and resources while ensuring governance and stakeholder alignment.

The role requires PMP/PRINCE2 certification and strong leadership to coordinate ministries, vendors, and business partners in a collaborative, governance-focused environment. This contract spans two years with potential extension.

Qualifications

  • Senior-level project management experience delivering complex IT initiatives through the full project lifecycle.
  • Experience managing scope, schedule, budget, resources, quality, risks, issues, dependencies and stakeholder expectations.
  • Experience establishing and facilitating governance structures, including executive steering committees, stage-gate approvals, audit requirements and formal project controls.
  • Experience delivering projects in government, public sector or similarly governed environments; ability to work across multiple ministries/business areas is particularly relevant.
  • Experience with business transformation, application development/modernization, cloud, infrastructure/technology upgrades, cybersecurity, data/analytics or digital-service initiatives.
  • Organizational change management experience, including stakeholder engagement, communications, impact/readiness assessments, training and adoption planning.
  • Vendor/service-provider management experience and ability to integrate third-party deliverables into the overall project plan and implementation approach.
  • Strong executive communication and reporting, facilitation, negotiation, relationship management and stakeholder-engagement skills across executive, business, technical, procurement and vendor groups.
  • Demonstrated use of established project management methodologies, standards, processes and documentation aligned with PMI best practices.

CLIENT OVERVIEW


  • Industry: Provincial government / public sector information technology.

  • Business area or team: IT Project Delivery Office (PDO), a centralized IT delivery function supporting projects across ITD and multiple CLIENT ministries.

  • Project focus and duration: Strategic IT initiatives including business transformation, application development and modernization, cloud solutions, infrastructure and technology upgrades, cybersecurity, data and analytics, and digital services. Initial agreement term is two years, with extension options described below.

  • Working style: Highly collaborative and governance-focused. The Project Manager will work with ministry stakeholders, business leaders, technical teams, service partners, vendors and executive sponsors, with emphasis on predictable, transparent and accountable delivery.


ROLE OVERVIEW


  • Lead and deliver strategic IT projects through initiation, planning, execution, monitoring and control, and closure. Own delivery across scope, schedule, budget, resources, quality, risks, issues, dependencies and stakeholders while ensuring alignment with CLIENT policies, standards, governance requirements and strategic objectives.

  • Core responsibilities include establishing project governance, developing and securing approval of detailed project plans, facilitating executive steering committees and stakeholder workshops, preparing executive-level reporting, monitoring project performance, managing risks/issues/change requests, coordinating interdependencies, overseeing vendor performance, and maintaining project controls and accountability.

  • The role also includes organizational change management activities such as stakeholder engagement, communications, impact and readiness assessments, training and user-adoption planning. Strong leadership, relationship management, communication, negotiation and facilitation are expected.
