The City of Regina invites applications for a Project Engineer/Coordinator, Water & Sewer Programming. Based in Regina, this role provides technical support for wastewater and drainage infrastructure, with duties spanning analysis, budgeting, design, and project supervision.

The position may be filled as either Project Engineer or Coordinator, Water & Sewer Programming, with KSAs aligned to both roles. Successful candidates will have a university engineering degree and professional registration

Qualifications

  • University degree in Civil/Mechanical/Environmental Engineering with 4+ years municipal water/wastewater experience.
  • Registered or eligible for registration as a professional engineer with the Saskatchewan engineering body.

Responsibilities

  • Provide technical expertise for wastewater and drainage infrastructure planning, design, and maintenance.
  • Oversee construction projects, ensuring budget and schedule compliance.
  • Prepare technical reports, memos, and presentations.
  • Develop and maintain design standards and operational processes.
  • Manage consultants and review proposals to City standards.

Position Summary

This position provides technical/professional engineering support for the management, capital upgrades, and preservation of municipal wastewater and drainage infrastructure. Responsibilities include system analysis, business case and budget preparation, design, administration, operational support, project management, and construction supervision.

Key Duties & Responsibilities
  • Provide technical expertise and analysis for wastewater and drainage infrastructure planning, design, construction, maintenance, and asset management.
  • Analyze and interpret complex data, processes, and problems to develop solutions and recommendations.
  • Manage and oversee construction projects, ensuring compliance with scope, budget, and schedule.
  • Prepare technical and business reports, public responses, memos, and presentations.
  • Develop and maintain corporate construction standards, policies, and operational processes.
  • Manage consultant engineering firms and review proposals, schedules, and designs to ensure compliance with City standards.
  • Oversee contract administration and engineering processes during construction. Respond to public, City Council, and Executive inquiries and concerns.
  • Approve requisitions, expenditures, and other transactions within authority limits to protect civic assets.
  • Supervise and direct staff, consultants, contractors.
  • Mentor, train, and advise employees and work teams in an environment that embraces innovation, changes, corporate values/initiatives, relationships, partnerships, and a respectful work environment.
  • Participate in labour relation activities such as staffing, discipline, staff development, supervision, direction of work, and performance appraisals of subordinate staff.
Key Qualifications
  • Ability to lead, plan, organize, influence, direct, supervise, inspect and co‑ordinate staff, consultants and contractors.
  • Demonstrated knowledge of and experience with wastewater processes, theories, statistics, and Strong knowledge of wastewater and drainage infrastructure planning, design, construction, maintenance, and operations.
  • Understanding of municipal infrastructure management and asset management principles.
  • Proficiency in engineering software such as ArcMap GIS, AutoCAD Civil 3D, WaterCAD, or InfoWorks ICM.
  • Ability to interpret technical documents, regulations, bylaws, and specifications.
  • Experience in project management, budget preparation, and financial analysis.
  • Strong problem‑solving, analytical, and decision‑making skills.
  • Excellent communication and leadership skills, with the ability to influence and collaborate.
  • Ability to manage multiple projects, prioritize tasks, and meet deadlines.
  • Knowledge of Provincial Occupational Health and Safety regulations and City safety policies.
Education And Experience
Education & Experience, Project Engineer
  • A University degree in Engineering, such as Civil, Mechanical or Environmental Systems, with a minimum of four (4) years related engineering experience in the field of municipal water, wastewater, drainage, and solid waste infrastructure.
  • Registered or eligible for registration as a professional engineer with the Association of Professional Engineers and Geoscientists of Saskatchewan.

OR

Education & Experience, Coordinator, Water & Sewer Programming
  • A two (2) year Diploma in Civil Engineering Technology, Environmental Engineering Technology, or Water Resources Technology with a minimum of five (5) years’ experience with water, wastewater and/or drainage infrastructure.
  • Must be registered with Technology Professionals Saskatchewan (TPS) as a Professional Technologist (P.Tech) or be eligible to obtain registration during the probation period.
Working/Other Conditions
  • Must possess a valid Class Five (5) driver’s license and have a vehicle available for work usage.

  • Proof of education is required.
