Job summary

Chandos Construction Inc is seeking a Project Controls Specialist (Cost Control) to own the day-to-day cost-control function on the ANMRC project in Canada. The role integrates cost engineering, budgeting, change control, and EVM to deliver accurate forecasts within an IPD framework.

The position is hybrid, with one week on-site in Chalk River, Ontario, followed by three weeks remote. 5+ years in project cost control are required; CCP/PMP/PSP are assets.

Qualifications

  • Minimum of 5 years of progressive experience in project cost control, cost engineering, or project controls on large-scale capital construction projects.
  • Experience on IPD, design-build, or alliance delivery models is preferred.
  • CCP, PMP, PSP, or Gold Seal designations are assets.
  • Strong command of EVM principles and cost forecasting techniques.
  • Proven ability to translate cost data into clear, actionable insights.

Responsibilities

  • Cost Engineering & Budget Management: own budget formulation, cost coding, and cost-to-complete forecasting.
  • Earned Value Management: establish baselines, measure CPI/SPI, analyze variances and recommend actions.
  • Cash Flow & Forecasting: develop and maintain cash flow forecasts and contingency tracking.
  • Change Management: assess cost impacts of trends and changes through change control.
  • Cost Reporting & Analytics: compile cost reports and KPIs for leadership.
  • Cost Risk Analysis: participate in risk reviews and quantitative assessments.
  • Commercial & Procurement Alignment: align commitments and forecasting with procurement and finance.
  • Schedule Coordination: ensure master schedule is cost-loaded and aligned with baseline.
  • On-Site Cost Validation: validate cost data during site weeks for accuracy.

Reporting to the Project Controls Manager within the project management team, the Project Controls Specialist (Cost Control) owns the day-to-day cost-control function on the ANMRC project. The incumbent integrates cost engineering, budget management, change control, and Earned Value Management (EVM) to deliver accurate, data-driven forecasting and performance analytics. Working within an IPD environment, the specialist partners with Chandos and Joint-Venture teams, commercial managers, procurement, finance, and CNL stakeholders to maintain strict fiscal discipline and proactively mitigate cost risk in support of on-budget delivery.

The Advanced Nuclear Materials Research Centre (ANMRC) is the largest single capital investment in the revitalization of Canadian Nuclear Laboratories’ (CNL) Chalk River campus. The 10,000-square-metre research complex will house 23 laboratories, 12 shielded hot cells for post-irradiation examination of small modular reactor (SMR) and next-generation nuclear fuels, and glovebox facilities supporting advanced fuel fabrication. As Canada’s largest Integrated Project Delivery (IPD) project, the ANMRC is being delivered collaboratively by CNL together with the CBS Joint Venture (Chandos Construction, Bird Construction, and M. Sullivan & Son) and the broaderIPD team, using Target Value Design to align objectives, constraints, and goals. This is a rare opportunity to bring world-class cost-control discipline to a nationally significant nuclear science facility

  • Cost Engineering & Budget Management: Own budget formulation, cost coding, commitment tracking, and cost-to-complete forecasting, maintaining strict fiscal discipline across the project lifecycle.
  • Earned Value Management: Establish and maintain EVM baselines, measure cost and schedule performance (CPI/SPI), analyze variances, and recommend corrective actions.
  • Cash Flow & Forecasting: Develop and maintain project cash flow forecasts, contingency and management-reserve tracking, and contingency draw analysis.
  • Change Management (Cost Impacts): Assess the cumulative cost impact of trends, scope variances, and field changes through the change control process prior to review.
  • Cost Reporting & Analytics: Compile and distribute cost reports, dashboards, and executive KPIs, translating complex cost data into clear, actionable insights for project leadership and IPD stakeholders.
  • Cost Risk Analysis: Participate in risk register reviews and quantitative cost risk assessments to identify and proactively address financial exposure and bottlenecks.
  • Commercial & Procurement Alignment: Interface with commercial, procurement, and finance teams to align commitments, progress billings, subcontractor evaluations, and final forecasting.
  • Schedule Coordination: Partner with the scheduling team to ensure the master schedule (Primavera P6) is cost-loaded and aligned with the cost baseline, critical path, and actual field progress.
  • On-Site Cost Validation: Perform on-site data validation during scheduled site weeks to ensure the accuracy and integrity of reported cost and progress.

Work arrangement: This is a hybrid position that follows a rotational schedule of one week on-site at Chalk River, Ontario, followed by three weeks working remotely. On-site weeks support cost validation, progress verification, and stakeholder coordination; remote weeks support forecasting, analysis, and reporting.

Education: Diploma or degree in Construction Management, Engineering, Quantity Surveying, Commerce, Architectural Technology, or a related technical discipline.

Professional Certifications: Certified Cost Professional (CCP), Project Management Professional (PMP), Planning & Scheduling Professional (PSP), or Gold Seal designations are considered an asset.

Years of Experience: Minimum of 5 years of progressive experience in project cost control, cost engineering, or project controls on large-scale capital construction projects; candidates with 10+ years will be considered for senior-level responsibilities.

Technical Competencies: Strong command of Earned Value Management (EVM) principles, cost forecasting, cash flow modeling, contingency management, and work breakdown structures (WBS); quantitative cost risk analysis.

Software Knowledge: Advanced Microsoft Excel for financial modeling, with Power BI for data visualization; familiarity with Primavera P6 and project cost-management/ERP systems is an asset.

Industry Experience: Experience on complex industrial, institutional, or heavy-civil projects. Familiarity with Integrated Project Delivery (IPD), alliance, or design-build models is a significant asset; nuclear or other secure-site experience is highly valued.

Site Access & Security: Ability to obtain and maintain the site access and security clearance required to work at a CNL / AECL nuclear facility.

Communication & Stakeholder Skills: Strong communication and presentation skills, with the ability to constructively challenge assumptions and present cost and financial metrics clearly to project and executive stakeholders.
