PM2CM, Inc., (Project Management to Construction Management) is a professional services company dedicated to providing Program and Project Management, Construction Management and Project Controls services during the design and construction phase of projects. Our core expertise is in Project Controls which includes Scheduling, Cost Controls, Document Management and Controls, Budget tracking and monitoring, Estimating, Risk Analysis, Claims avoidance and Mitigation, Change Management and Earned Value Management.

The position is located in Los Angeles County, CA, USA.

Hybrid-Remote (Tuesday and Wednesday in the office/field)

The Project Controls Advisor leads efforts to consolidate scope and cost for projects ranging from $25M to $1B+. This role ensures projects follow governance processes and assists the Project Manager with executive approvals throughout the project lifecycle. The position involves aggregating and reporting estimated project costs and developing responses to regulatory and legal data requests related to costs. The advisor will be a subject matter expert on project estimation, aggregation methodology, risk, and contingency application.

  • Work with Project Management, Project Controls, Engineering, Finance, Law, Regulatory, and others to:
  • Plan, schedule, and manage the process for gathering scope and cost for project aggregations at each stage gate from all disciplines
  • Analyze cost estimates to verify alignment with historical benchmarks for comparable projects. Investigate outliers and rationale with estimators from functional groups
  • Manage supporting documentation for stage gate updates and regulatory filings
  • Peer review project aggregations with minimal supervision
  • Develop Cost Estimates for Transmission & Distribution Substations, Rebuild/Expansion of Substations, Major Equipment Replacements, Protection Upgrades/SA3, and new Customer Substations
  • Prepare scope take-off based on Design Specification, Meeting Minutes/Scope of Work, and Electrical & Civil drawings
  • Estimate material & labor costs using estimating standards and tools such as SCMT and InEight
  • Collaborate with stakeholders across functions to review and approve cost estimates
  • Perform variance analysis and update estimates based on scope, cost, and schedule changes
  • Conduct peer reviews of Cost Estimates for accuracy and scope validation

Requirements

Required Skills/Abilities:

  • Minimum of 4 years construction industry experience
  • Thorough understanding of civil engineering principles, practices, and tools
  • Proficient in AutoCAD and other design, data recording, and analysis software
  • Ability to interpret engineering plans, schematics, and soils reports
  • Capability to visualize finished grade production
  • Knowledge of Best Management Practices (BMP)
  • Understanding of construction materials, methods, and safety regulations
  • Ability to solve complex problems
  • Excellent communication skills
  • Creative and analytical thinking
  • Attention to detail and accuracy
