The Department of Finance has the mandate to provide leadership and direction to the public service in all areas of finance and human resource management. This mandate includes negotiating major financial arrangements with the federal government, providing analysis and advice to the Financial Management Board, and ensuring that financial and information resources are managed effectively, efficiently and economically. This mandate also includes the recruitment and retention of a competent public service that is representative of the people it serves and the development of programs and services that effectively serve the human resource needs of the public service.

As a Programs Specialist, you'll design and implement strategies that support recruitment, retention, and employee development across the public service. This role offers the opportunity to collaborate with leaders, analyze workforce trends, and create programs that make a real impact.

Key Responsibilities
  • Develop and implement recruitment and retention strategies to meet workforce needs.
  • Design competency-based performance and talent management programs.
  • Provide strategic HR advice and best practices to departments and managers.
  • Analyze workforce and talent metrics to recommend improvements.
  • Support initiatives that promote diversity and a representative workforce.
Key Qualifications
  • A relevant bachelor's degree combined with two years of experience in one of Talent Management/Human Resources/Program Development or similar role, including one year of experience managing projects, whether paid and/or volunteer.
  • A relevant university/college diploma combined with four years of experience in one of Talent Management/Human Resources/Program Development or similar role, including one year of experience managing projects, whether paid and/or volunteer.
  • A high school diploma combined with six years of experience in one of Talent Management/Human Resources/Program Development or similar role, including one year of experience managing projects, whether paid and/or volunteer.
  • Relevant education fields include Human Resources, Business Administration, or Communications.
  • Similar roles could include, but are not limited to, roles in:
    • workforce planning
    • employee, organizational or training development
    • communications
  • All other equivalencies will be considered on a case-by-case basis.
