A municipal development agency in Peterborough is seeking a Program Manager for Development Engineering in Transportation. You will lead projects that integrate new developments with the city’s transportation network and ensure sustainable solutions. This hybrid position requires strong problem-solving and interpersonal skills alongside a degree in Civil or Transportation Engineering and relevant experience. You will have a salary range of $124,072 – $135,619.

In this leadership role, you’ll guide how new developments integrate with Peterborough’s transportation network—ensuring projects are safe, accessible, and sustainable for everyone.

You’ll coordinate technical reviews for a wide range of projects, from subdivisions and site plans to infill developments and infrastructure upgrades. Assessing transportation studies, reviewing design proposals, and ensuring alignment with the Official Plan and Transportation Master Plan will be core to your work.

Leading a “One Window Approach,” you’ll bring together Transit, Active Transportation, Traffic Operations, Parking, and Transportation Planning to streamline development review and provide a coordinated, technical perspective to developers and consultants. Your guidance ensures transportation solutions are not only compliant but forward-looking and practical.

This role blends technical expertise with leadership. You’ll collaborate with internal teams, resolve complex development issues, represent the City at public meetings, and contribute to long-term planning and standards. Strong problem-solving skills, technical judgment, and the ability to build relationships across disciplines are key.

Qualifications

We’re looking for a collaborative, technically strong professional with a passion for urban mobility and transportation planning. The ideal candidate will have:

  • University degree in Civil or Transportation Engineering.
  • At least five (5) years of progressive experience in transportation engineering, development review, or major transportation planning projects.
  • Licensed as a Professional Engineer (P.Eng.) in Ontario, or immediately eligible.
  • We will also consider candidates with a three-year diploma in Civil or Transportation Engineering, a C.E.T. designation (or eligible), and at least eight (8) years of relevant experience.
  • Proven experience reviewing or managing development applications under the Planning Act.
  • Strong technical knowledge in multimodal transportation design, traffic operations, and land use planning.
  • Working knowledge of applicable legislation and standards, including:
    • Planning Act, Municipal Act, Highway Traffic Act, Development Charges Act, and Environmental Assessment Act
    • TAC and OTM manuals, NPC-300 Environmental Noise Guidelines, Ontario Bikeway Design Guidelines, OPSS/OPSD
  • Proficiency with transportation modeling and traffic operations analysis software.
  • Strong interpersonal and communication skills, with the ability to resolve issues, lead meetings, and represent the City effectively with internal and external stakeholders.
Assets
  • PMP (Project Management Professional) designation.
  • Familiarity with GIS, AutoCAD Civil 3D, and municipal infrastructure databases.
  • Knowledge of stormwater and environmental legislation (e.g., Water Resources Act, Fisheries Act, Stormwater Management Planning and Design Manual).
