Job Description Summary

The Program Manager will provide dedicated program coordination and evaluation activities for the Centre for Excellence in Indigenous Health (CEIH). The role will oversee the development of the CEIH Public Health Training Certificate in Indigenous Health (Certificate Program) and ensure that assigned CEIH evaluation activities are implemented on time and within established standards. Responsibilities include developing data collection instruments, collecting quantitative and qualitative data, and completing reports for CEIH stakeholders.

Organizational Status

The Centre for Excellence in Indigenous Health is the single coordinating point for Indigenous health initiatives within UBC and a contact for community organizations external to UBC. Located in the School of Population and Public Health (SPPH) on campus, the CEIH aims to develop and recommend targeted and integrated plans for Indigenous health activities at UBC and is responsible for organizing, implementing and evaluating the programs housed within the Centre (such as the Summer Science Student Program and the UBC Certificate in Aboriginal Health and Community Administration Program). The Programme Manager will report to the CEIH Associate Director‑Research and the CEIH Co‑Directors and will work closely with the CEIH Senior Operations Manager and other university departments.

Indigenous Public Health Program (100%)
Outreach and Marketing (25%)
  • Communicating information about the program to Indigenous communities, organisations, health bodies and governments.
  • Connecting with potential and interested students to provide program details.
  • Maintaining contact information and communication with prospective students.
  • Establishing relationships with organisations that may benefit from staff receiving Indigenous Public Health Training.
  • Maintaining communication and relationships with the First Nations Health Authority in regard to the FNHA Scholars program.
  • Designing and distributing materials about CEIH Indigenous Public Health programmes.
Admissions and Adjudication (25%)
  • Effectively communicating admissions dates, deadlines, process and requirements to interested students.
  • Developing and maintaining administrative processes for collection and adjudication of applications.
  • Responding to applicant questions regarding all aspects of admissions.
  • Notification of application status in a culturally safe and encouraging manner.
  • Organizing meetings to adjudicate applicants and incorporating key CEIH team members in the adjudication process.
Administration and Evaluation (25%)
  • Ensuring that all students are registered in the program and/or courses.
  • Maintaining relationships with various UBC administrative units to ensure that UBC processes are low‑barrier for Indigenous students.
  • Keeping financial records and maintaining the budget for the implementation of Winter and Summer Institutes.
  • Ensuring accommodations are booked far in advance for students travelling from across Canada.
  • Developing surveys for the evaluation of courses to incorporate student feedback into all aspects of the program.
  • Creating summaries and reports to communicate program benefits, areas for improvement and key aspects.
  • Maintaining communication with the Development Office to ensure that evaluation reports are available to procure program funding.
Curriculum Development and Student Support (25%)
  • Working with CEIH Co‑Directors and Associate Director‑Research to recruit guest speakers and Elders for the following courses:
    • Introduction to Indigenous Health Research Ethics (SPPH 576, 1.5 credits)
    • Social Determinants of Indigenous Health (SPPH 578, 1.5 credits)
    • Indigenous Health Policy in Canada (SPPH 586, 1.5 credits)
    • Collecting, Analyzing and Using Public Health Data in Indigenous Communities (SPPH 579, 1.5 credits)
    • An Interdisciplinary Approach to Understanding the Health of Indigenous Peoples (SPPH 589, 1.5 credits)
    • Environmental Health in Indigenous Communities (SPPH 577, 1.5 credits)
    • Introduction to Quantitative and Qualitative Research Methods in Indigenous Health Research (SPPH 588, 1.5 credits)
    • Mental Health Care and Delivery in Indigenous Communities (SPPH 587, 1.5 credits)
  • Other duties as required.
Consequence of Error/Judgement

The Program Manager is responsible for the implementation of assigned evaluation activities and will exercise considerable judgement in initiating and carrying through activities important to the CEIH. Poor judgement or ineffective communication with community partners could impede or severely compromise relations and UBC programs, adversely affecting UBC’s reputation. The incumbent must recognise potential conflicts, relationships and financial risks and act accordingly. Errors in judgement or procedure could lead to serious administrative problems, delayed completion of projects, financial loss and damage to reputation. The impact could misinterpret results disseminated to decision‑makers, the public and academic audiences, leading to inappropriate policy and decision‑making related to CEIH programming.

Supervision Received

The Program Manager will work independently under the direction of the CEIH Associate Director‑Research and the Co‑Directors. The incumbent will receive detailed instructions on new duties and only on new or unusual problems thereafter.

Supervision Given

The Program Manager may oversee and direct the work of temporary staff or employees as needed and is responsible for the accuracy of the work produced.

Minimum Qualifications
  • Undergraduate degree in a relevant discipline.
  • Minimum of four years of related experience (or equivalent education and experience).
  • Willingness to respect diverse perspectives, including perspectives in conflict with one’s own.
  • Demonstrates a commitment to enhancing one’s awareness, knowledge and skills related to equity, diversity and inclusion.
Preferred Qualifications
  • Graduation from a technical college or institute.
  • Evaluation certification or working toward certification.
  • Minimum of four years experience (or equivalent education and experience).
  • Curriculum development for a health science program.
  • Ability to navigate university governance, Indigenous community governance structures and organisations.
  • Experience working in a community or university‑based environment prioritising social justice, equity and the unique vulnerabilities, resiliencies and human rights needs pertaining to working with Indigenous peoples and communities.
  • Understanding of Indigenous community knowledge and protocols.
  • Project management experience.
  • Organised and able to prioritise and work under pressure to meet deadlines.
  • Ability to analyse and interpret quantitative and qualitative data, determine implications and provide recommendations.
  • Ability to exercise sound judgement.
  • Ability to effectively use SPSS and NVivo at an intermediate level.
  • Attention to accuracy and detail; high level of thoroughness, and ability to identify and correct missing or incomplete data.
  • Excellent interpersonal skills, including the ability to develop and maintain cooperative and productive relationships.
  • Independent, self‑motivated, able to work with minimal supervision.
  • Effective use of Microsoft Office Suite (Outlook, Word, Excel) and online document archiving and sharing environments (e.g., Dropbox).
  • Excellent command of English with strong verbal and written communication skills, and ability to proofread for spelling, grammar and punctuation.
  • Valid BC driver’s licence.
  • Willingness to travel.
