Role Purpose

The Program Executive serves as a senior advisory and governance leader within large-scale transformation programs such as Benefits Delivery Modernization (BDM). This role provides executive oversight, strategic direction, and policy alignment across multi-stakeholder environments—ensuring the successful realization of modernization outcomes. The role requires demonstrated experience managing large-scale programs in the social benefits or financial services domain, ideally exceeding $100M in total program value.

Required Skills & Experience
  • 15–20 years of leadership experience in large-scale public sector or financial services programs.
  • Experience managing programs in the social security, pension, or student loan domains with large population payment volumes.
  • Proven track record leading COTS-based digital transformations from inception through operational readiness.
  • Strong understanding of governance models, financial oversight, and risk management in complex public environments.
  • Exceptional stakeholder management and communication skills, including experience engaging executive and ministerial offices.
  • Bilingualism (English/French) and a graduate business degree or professional designation are desirable.
  • Experience serving in executive-level roles within the public service is considered an asset.
Key Responsibilities
  • Provide executive leadership and strategic guidance on modernization strategies, digital transformation roadmaps, and governance models.
  • Advise senior government stakeholders on policy interpretation, compliance frameworks, and social benefit delivery mechanisms.
  • Lead or oversee multi-year transformation initiatives in sectors such as pensions, social security, or student loans, involving high transaction volumes.
  • Represent Fujitsu at executive steering committees and joint governance boards, ensuring alignment between delivery execution and strategic outcomes.
  • Direct risk management, performance measurement, and benefits realization across program portfolios.
  • Guide delivery teams and partners to ensure successful implementation of COTS and enterprise-scale digital solutions.
  • Drive stakeholder engagement, change management, and communication at executive and ministerial levels.
  • Provide governance oversight across large digital transformation initiatives exceeding $20M annually, ideally $100M+.
  • Promote accountability, operational readiness, and long-term sustainability of transformed systems.
Qualifications
  • Bachelor’s degree in Public Administration, Business, or related field (Master’s preferred).
  • Minimum 15–20 years of progressive experience in program governance, transformation delivery, or executive leadership roles.
