Procurement Specialist – Public Infrastructure Projects

Position Overview
We are seeking an experienced Procurement Specialist to lead procurement activities for large-scale public infrastructure projects in Alberta. This role involves managing end-to-end purchasing and contract administration for government construction projects, ensuring compliance with public procurement regulations, cost efficiency, and timely delivery. The ideal candidate has a strong background in procurement and contract management, with proven experience in government infrastructure projects and multi-million-dollar contract spend.
Key Responsibilities
- End-to-End Procurement Management: Plan and execute procurement of materials, services, and subcontractors for public infrastructure projects (roads, utilities, public buildings). Ensure compliance with project requirements and quality standards.
- Bidding & RFP Response: Prepare bid packages and develop comprehensive proposals for government RFPs. Draft specifications, coordinate submission schedules, and ensure compliance with procurement regulations.
- Contract Negotiation & Administration: Negotiate favorable terms with vendors and subcontractors. Manage contract execution, amendments, and change orders throughout the project lifecycle.
- Budget & Spend Management: Oversee multi-million-dollar contract budgets. Implement cost control measures, track expenditures, and provide regular reporting on spend vs. budget.
- Supplier Management: Identify, evaluate, and onboard suppliers meeting public sector standards. Maintain strong vendor relationships and negotiate bulk purchase agreements for cost efficiency.
- Compliance & Documentation: Ensure adherence to Alberta procurement laws and trade agreements. Maintain thorough documentation for audits and reporting, including bid evaluations and vendor selection justifications.
- Cross-Functional Coordination: Collaborate with project managers, engineers, finance, and legal teams to align procurement timelines with project milestones.
- Performance Monitoring: Track supplier performance and procurement schedules to avoid delays. Conduct post-project evaluations for continuous improvement.
Qualifications & Experience
- 5+ years in procurement or contract management roles.
- 2+ years managing government/public infrastructure projects.
- Proven experience with full RFX cycle, bidding, and RFP responses.
- Experience managing contracts of $15M+ TIC (Total Installed Cost), including lump sum contracts.
- Strong understanding of Alberta government procurement processes and regulations.
- Familiarity with public tendering platforms (e.g., Alberta Purchasing Connection).
- Advanced negotiation and communication skills.
- Proficiency in procurement software and MS Office.
- Strong organizational and project management abilities.

- High ethical standards and commitment to fair procurement practices.
Nice-to-Have Skills
- Education in Supply Chain Management or Business Management.
- Experience managing multiple RFP projects simultaneously.
- Vendor performance monitoring and relationship management expertise; bids/proposals in response to RFPs.
Job Type & Location
This is a Contract to Hire position based out of Calgary, AB.
Pay and Benefits
The pay range for this position is $55.00 - $60.00/hr.
Workplace Type
