Position Summary

Reporting to the assigned Manager, the Procurement Specialist uses public procurement guidelines and BC Housing policies, processes, and templates to conduct procurements, manage suppliers, and provide recommendations to internal clients engaged in supply chain activities. The role works independently to support procurements and resulting supply contracts, which may include managing solicitations, collaborating with clients, providing oversight and guidance to the procurement process, and recommending procurements. Responsibilities include conducting and/or supporting public and selective competitive bids, developing strategic procurement strategies for construction/renovations/equipment/services, vendor management, and developing strong relationships with suppliers and key agencies. The role oversees and facilitates the process supporting the development and issuance of solicitations for the supply of goods and services requiring strategic, timely, and economical acquisition of construction, renovations, equipment, services, and supplies.

Candidate Profile

Education & Experience:

  • Advanced diploma in operations management, logistics, or other relevant discipline.
  • Considerable related experience in purchasing and/or contract management.
  • Or an equivalent combination of education, training, and experience acceptable to the employer.

Knowledge, Skills and Abilities:

  • Extensive knowledge of procurement and purchasing practices for a variety of goods and services.
  • Understanding of construction purchasing and contract practices.
  • Knowledge of Canadian construction, tendering and contract law(s), and practices.
  • Knowledge of Public Procurement requirements and legislation.
  • Understanding of construction, building maintenance and repair, including parts and supplies.
  • Proficiency with MS Office (Excel, Word, PowerPoint, Outlook).
  • Strong decision-making, analytical, and communication skills.
  • Ability to negotiate prices, terms, and conditions of contracts; plan and organize purchasing activities.
  • Ability to write, review and edit technical reports, solicitations, contracts, RFPs, etc.
  • Ability to work with internal and external stakeholders and manage multiple projects under tight deadlines.
