Working Arrangement: The role is office based, full time.
What the role involves
On behalf of a local council, we are seeking a Purchasing And Contracts Officer to provide general purchasing, contract monitoring and surveying support for Construction.
Key Responsibilities
- Responsible for the accurate gathering of prices or quotations for goods and services timely order processing for capital works and maintenance projects and internal purchasing requests in line with European procurement rules and Council procedures.
- Arranging the hire or purchase of equipment, machinery to support building/highways construction and wider Transport projects.
- Checking and processing of invoices, dealing with suppliers/contractors on invoice queries, including utility bills for New Build Housing schemes.
- Administration and monitoring of purchasing and purchasing reconciliation, providing pre-defined reports as required.
- Preparation and submission of procurement board requests including non-competitive forms in line with current procedure rules.
- Monitor noncontract purchasing to ensure compliance with council’s contract procedure rules and current EU legislation.
- Maintain the Authority’s ordering of goods and services by creating orders and monitoring receipts.
- Review purchasing card reports, in accordance with current policy, query/confirm and amend accordingly.
- Dealing with enquiries from suppliers, contractors and internal customers.
- Liaise with the Corporate Procurement Team to ensure adherence with the most up to date legislation and Council policies.
What the client is looking for
- Working towards full membership of CIPS
- Approximately 3 years’ experience of working in procurement in a large, multi-functional organisation in the public or private sector
- Approximately one years’ experience of administrative functions within a civil engineering/building or similar environment
- Experience of providing procurement advice
- Experience of setting up and maintaining systems
- Experience of pricing tenders and estimates including preparation of valuations
