Position Information

Location: New Westminster Campus
Salary Range: $60,006 to $65,588 annually. Salary scale and wage increments are in accordance with the Collective Agreement

Overview

Reporting to the Manager, Procurement, the Procurement Officer is responsible for overseeing and administering the competitive bid processes for the procurement of complex acquisitions of a high dollar value, ensuring best practices and cost savings for the College. This position is responsible for conducting market/product research, cost analysis, specification review, and the development of contracts. The Procurement Officer assists the Manager, Procurement in developing policies and updating processes to ensure the effective operation of the Procurement Department. This position is responsible for the supervision of all support staff as related to Procurement activities. Provides exceptional client‑centred service on a consistent basis to all stakeholder groups.

What It Takes
  • A Bachelor's degree in Supply Chain, business, economics, or a related discipline. A minimum of five years of progressive procurement and contract management experience, that includes experience in leading complex procurement projects as well as supervisory duties within a public sector environment (preferably post‑secondary). A) Supply Chain Management designation, such as SCMP or CSCP preferred B) An equivalent combination of education, training, and experience may be considered.
  • Advanced proficiency with the MS Office Suite including Word and Excel. Ability to operate standard office equipment including personal computers, photocopiers, scanners, calculators, etc.
  • Excellent communication skills and working knowledge of the English language (written and verbal).
  • Demonstrated supervisory skills: organizational skills, proven ability to plan, schedule work flow and schedule, train, motivate and evaluate employees.
  • Demonstrated ability to work independently with a minimum of direct supervision, and to establish priorities and achieve deadlines, and the ability to deal with changing priorities and requirements within a project‑based environment.

Additional Information
  • This full‑time, regular position is available starting November 24, 2025.
  • Hours of work will typically be scheduled Monday to Friday, between 8:30 a.m. and 4:30 p.m.
  • This position is required to work a flexible schedule based on operational needs.
  • Shift days and times may change depending on operational needs.
  • Evening and occasional weekend work may be required.
  • The position is located at the New Westminster campus; and will be required to work at all Douglas College campuses and off‑site locations.
