Job summary

A local government entity located in British Columbia is seeking a Procurement Coordinator for a temporary full-time position. The successful candidate will coordinate procurement processes, provide technical support to staff, and maintain compliance with internal controls. Ideal candidates will have experience in a high volume procure to pay environment and post-secondary education in a relevant field. This position offers a salary of $38.89 per hour with working hours of 70 hours bi-weekly from Monday to Friday.

GENERAL SUMMARY

Under the general supervision and direction of the Senior Procurement Advisor, the Procurement Coordinator is responsible for coordinating procurement processes and providing support for staff with procurement functions within the procure to pay process. The Procurement Coordinator provides information to staff on a wide variety of procurement practices and assists with administrative support for all procurement related functions.

KEY RESPONSIBILITIES
  • Contributes to the success of our team and creation of our community, by fostering the District of Squamish corporate values in their work: Respect, Integrity, Connection and Progress
  • Provides exemplary customer service in responding to internal clients and the vendor community.
  • Supports the bid solicitation process through assisting with document preparation, drafting and other administrative functions required to conduct a variety of competitive procurement processes.
  • Assists with assembly and review of necessary contract documentation including Agreements, Supplier forms, Certificates of Insurance, WorkSafeBC Clearance letters and Prime Contractor documents.
  • Coordinates and conducts post-competition debriefings, detailing competition outcomes
  • Provides technical and administrative support to staff for the creation of purchase orders, change requests and other procure to pay functions.
  • Maintains a Contracts and Agreements directory and coordinates appropriate renewal or termination activities to support departments across the District.
  • Provides technical and administrative support for a variety of competitive procurement processes.
  • Supports the development of procure to pay policies, procedures, forms and templates.
  • Ensures that established procure to pay internal controls are active and monitored for effectiveness.
  • Coordinates the maintenance of the Procurement SharePoint document site.
  • Provides administrative and project support to Senior Procurement staff as necessary.
  • Assists the Finance Department in the Procure to Pay process as required.
  • Prepares and maintains regular reporting on procurement activities status.
  • Prepares and maintains a variety of internal reports, records, databases and files specific to the procure to pay process.
  • Perform other duties as required.
REQUIRED KNOWLEDGE, SKILLS & ABILITIES
  • Working knowledge of local government purchasing and risk management principles, practices, procedures and systems including the procure to pay process.
  • Working knowledge of the goods, services and construction procured by the District of Squamish.
  • Aptitude for interpreting and applying legislation, policies and procedures with knowledge of contract law as it applies to public sector procure to pay process. Strong time management skills with the ability to meet deadlines.
  • Organized, efficient and able to balance multiple priorities in a fast‐paced environment.
  • Excellent interpersonal and communication skills and the ability to deal with people in a professional manner both internally and externally.
  • Passionate about detail‑oriented work and committed to continuous improvement.
  • Advanced computer skills and thorough knowledge of Microsoft Office including MS Word, Excel and Outlook including Enterprise Resource Planning and Digital Procurement Platform Systems.
  • Ability to foster collaborative relationships and a positive team environment.
  • Ability to work both independently and in collaboration with multiple stakeholders and staff.
  • Ability to maintain discretion and confidentiality.
REQUIRED TRAINING, EDUCATION AND EXPERIENCE
  • Minimum of 2 years' experience in a high volume procure to pay environment
  • Minimum of 2 years' education in supply chain management, accounting or business administration at the post‑secondary level
  • Actively pursuing certification in supply chain, accounting or business administration
  • An equivalent combination of education, training and experience

This is a Union position within the Collective Agreement of CUPE Local 2269 and the District of Squamish.
