Job summary

ONxpress Civils, the Design & Construction arm of the ONxpress Civil Joint Venture, is seeking an experienced professional to manage complex permitting and land-use processes for the GO Expansion rail program in Ontario. You will lead cross-functional teams, coordinate PLAAs, and drive adherence to approvals and schedules across municipal, regional, provincial, and federal authorities.

• 10+ years of construction industry experience.
• Rail transit construction experience is an asset.
• Strong Microsoft Excel skills.

• Excellent communication, organizational and data analysis abilities.
• Ability to work independently and take initiative.

Responsibilities

• Compile, submit and track permit applications with AHJs.
• Lead engagement of stakeholders with tact and diplomacy.
• Forecast PLAA and land requirements through project systems.
• Track metrics related to PLAAs, approvals, land requirements.
• Use GIS software to reference geospatial data with GIS specialists.
• Extensively use Excel to manage large data sets.
• Support PLAAs on time per project schedule.
• Review engineering information to meet permitting requirements.
• Maintain compliance with PLAAs and applicable regulations.
• Coordinate cross-functional communication with designers, engineers, contractors, client.
• Report status to senior leadership and client.
• Organize and maintain project files and procedures.
• Seek to improve processes related to third party matters.
• Participate in technical meetings with AHJs, client, SMEs.

Job description

Metrolinx’s GO Expansion program is delivering more GO service across the network, including the capacity to deliver two-way service every 15 minutes or better on core routes. Work is already underway on new track, station renovations and infrastructure upgrades on parts of the Lakeshore, Stouffville, Kitchener and Barrie lines. The investment will generate thousands of new jobs and economic opportunities across the region. The ONxpress Civil Joint Venture is comprised of Aecon Infrastructure Management Inc. and FCC Canada Ltd. This multidisciplinary team leads the delivery of civil and track works, leveraging global expertise to introduce innovative solutions across the GO Transit network.

What You’ll Do:

• Compile, submit and track permit applications based on requirements for each AHJ, including municipal, regional, provincial, federal and conservation authorities
• Lead engagement of stakeholders with tact and diplomacy, often balancing competing priorities
• Establish project systems and procedures to forecast PLAA and land requirements
• Tracking and producing metrics related to third party technical matters such as PLAAs, conditions of approval, land requirements, traffic management
• Utilize available GIS software to reference geospatial data and coordinate relevant data inputs with GIS specialists
• Extensively use Microsoft Excel to create and manage large data sets
• Support workstreams in compiling PLAA applications and acquiring PLAAs on time and in accordance with the Project schedule
• Review and interpret technical engineering information and plans, detail sheets, specifications and construction documentation to meet project permitting and approval requirements
• Support workstreams in maintaining compliance with PLAAs and applicable regulatory requirements
• Facilitate communication from cross-functional teams (e.g. designers, engineers, contractors, the client, AHJs)
• Coordinate reporting and status updates to senior leadership and the client
• Organize and maintain project files, records, systems, and procedures
• Seek to improve and streamline processes and procedures related to third party matters
• Participates in technical meetings with AHJs, the client, and subject matter experts

What You Bring:

• Graduate from a recognized Urban Planning, Engineering Program or related field of study
• 10+ years of experience in the construction industry or related field
• Rail transit construction is an asset
• Skilled at Microsoft Excel
• Willingness to utilize GIS interface and other applicable project software
• Excellent verbal and written communication skills
• Excellent organizational skills and attention to detail
• Ability to present and analyze complex data
• Solutions oriented and resourceful
• Strong complex problem-solving skills
• Ability to work independently and take initiative

Expected compensation for this role is between $145,000.00-170,000.00annually. Base salaries are determined according to multiple factors including skills, experience and potential impact on the role. Internal and external competitiveness are also taken into consideration. In addition to base salary ONxpress also offers a comprehensive medical and dental program, RRSP with company matching and the potential to participate in our discretionary, performance-based bonus program.
