Permits and Circulations Engineer

Join ENMAX as a Permits and Circulations Engineer, are you an engineer who thrives on precision and consistency? This role offers the opportunity to become a trusted expert in reviewing and responding to City of Calgary Development Permits and Circulations submitted to ENMAX. You’ll play a critical part in ensuring compliance and safety by applying your knowledge of utility distribution design and Alberta’s regulatory framework, including the Alberta Electric Utility Code and the Alberta Occupational Health and Safety Act. The work is built around well-defined, repeatable processes, and remains essential to ENMAX’s operations and community development.

Major Responsibilities:
  • Evaluate development permits and provide timely responses, either through the City of Calgary or directly to applicants when needed.
  • Review and respond to circulations submitted by the City to ensure ENMAX’s standards and requirements are met.
  • Act as the primary point of contact for City of Calgary circulations and development permits within the Engineering team.
  • Assess external consultant designs for compliance with ENMAX’s EPC Standards and Guidelines.
  • Maintain and improve process documentation, identifying opportunities for innovation and efficiency in ENMAX workflows.
  • Provide technical guidance to internal teams, ensuring encroachment issues are understood and resolved early in project planning.
  • Collaborate across ENMAX teams —including Projects, Asset Management, Field Services, Safety, and Land—to support seamless project execution.
Education Required:
  • Degree in Electrical or Civil Engineering
  • P.Eng. status with The Association of Professionals in Engineering and Geoscience in Alberta (APEGA)
Qualifications & Experience:
  • 5+ years of experience in electrical utility distribution design and construction.
  • Strong understanding of utility industry codes, standards, and practices to ensure compliance and safety.
  • Familiarity with ENMAX Distribution and Network design is an asset.
  • Proficiency with PLS CADD is an asset.
  • Experience using Bluebeam for efficient review and collaboration is an asset.
Competencies :
  • Strong written and verbal communication skills with the ability to convey technical information clearly and professionally.
  • Proven ability to prepare accurate reports and conduct thorough reviews, coupled with a track record of introducing innovative ideas to enhance processes and workflows.
  • Effective communicator across diverse audiences—from developers to homeowners—capable of explaining utility code, policies, and procedures in a clear, solution-oriented manner.

Location: This role will be part of our hybrid (home and office) workforce with office workspace located at South Service Centre (8820 - 52 St. S.E. Calgary, AB, T2C 4E7). You will work from home on Mondays and Fridays and in the office on Tuesday, Wednesday, and Thursday.
