Child Protection Worker, Intake

Peel CAS mission is to protect children and strengthen families & communities through partnership. We are currently seeking a professional to join our team.

Department: Advice and Assessment
Location: Peel CAS, 25 Capston Dr. Mississauga, Ontario
Application Deadline: November 21, 2025
Hourly Grade: 9 Non-Union ($41.38 - $53.30) (Unauthorized Workers: $38.15)
Contract End Date: November 30, 2026

SUMMARY OF DUTIES & RESPONSIBILITIES

Reporting to the Advice and Assessment Supervisor, this position assesses and investigates cases that meet eligibility for service to determine whether a child is in need of protection. The worker prepares an investigative plan, takes emergency action where indicated, refers the child to internal or external agencies, or closes the case, ensuring all actions are completed within specified time frames. Appropriate case management includes completion of all necessary documentation and records, as per agency and ministry standards/guidelines, until the case is transferred or closed.

PRINCIPLE RESPONSIBILITIES
  • Assess and investigate cases that meet eligibility for service
  • Follow the legislation and Ministry Standards and use the Signs of Safety Framework and Diversity, Equity and Inclusion practices
  • Conduct further investigations individually and through referrals to other agencies when reports indicate a child or children are in possible need of protection immediately, contacting parents, child, schools, police, family support network etc., assessing reliability of information, developing an investigation plan, assessing risk to child and safety of worker
  • Consult the Child, Youth and Family Services Act, agency policies, and standards of service to determine eligibility for service and whether ongoing child protection services are required
  • Refer family to other agencies/programs within the community when C.A.S services are not required or appropriate
  • Carry out a risk assessment of the family and child when required, develop a plan including placement, short and long term goals, and appropriate resources within or outside Peel CAS to meet the child’s needs
  • Develop Safety Plans when required
  • Carry out case plans to meet child’s emotional, social and developmental needs with caregivers, foster parents, and the child until the file is transferred or closed at Advice and Assessment
  • Complete all necessary documentation as per Ministry standards
  • Meet the new worker assigned to the case, the family, and child to review reasons for transfer and develop an outcome plan when a case is transferred to Ongoing Services
  • Take emergency action as defined by the Child, Youth and Family Services Act when a need to protect the child is evident and parents are reluctant to participate in agency services, including:
    • Physical removal of the child if necessary without prior knowledge of family
    • Completion of appropriate court documentation and attend court proceedings as required
    • Coordinate appropriate placement for child
    • Serve papers to relevant parties and appear in court
    • Ensure child has admission medical completed within required timelines
    • Gather and represent evidence in court regarding child protection concerns
  • Submit comprehensive reports, appear before the Child Abuse Committee on verified serious abuse cases, and follow through on the Committee’s recommendation
  • Provide short‑term case management within 45 days (exceptionally not to exceed 60 days) where after investigation the case is not transferred, ensuring adequate care and supervision by caregivers and required documentation is completed
  • Initiate and carry out all necessary records, files, documentation and recording properly during all phases of a case within required timeframes
  • Negotiate a temporary care agreement with family and child (if 12 years and over) and a maintenance agreement for voluntary, planned admission to care
  • Complete a visit with the child in care at 7 days, including a privacy visit, to ensure the child’s needs are met
  • Visit the child in care at 30 days to complete a Child in Care Outcome Plan, conduct a privacy visit, and continue to visit every 30 days until discharge or transfer to another worker
  • Assess families in Peel Region on behalf of other Children’s Aid Societies, assist in investigations and submit necessary reports
  • Interpret Child, Youth and Family Services Act, Board policies, and reflect Peel C.A.S philosophy, mandate and mission to clients, especially in relation to the role of the AA Worker, and provide advice, guidance and counseling on a wide range of matters affecting child care
  • Testify in family court, criminal court, or access/custody proceedings as required
  • Maintain liaison with other agencies, institutions and individuals regarding case‑related issues and continuously deal with colleagues from other departments on related issues
  • Consult with the AA Supervisor on all child protection investigations, including admission, discharge, court action, transfer, closing of cases and expenditure of Society funds
  • Participate in and speak to community groups to share information, develop and maintain good public relations for the Society
  • Provide input to colleagues and committee meetings on particular cases and operations of the branch
  • Perform other duties as required
JOB SPECIFICATIONS/COMPETENCIES

  • Good and timely oral and written communication skills, particularly with recording and reports
  • Ability to be flexible in a changing work environment and responsive to client needs
QUALIFICATIONS
  • Bachelor’s of Social Work or Master’s of Social Work degree from a recognized university and at least one year of related experience in a child protection role
  • OR
  • A Bachelor’s Degree from a recognized university in a related field, and at least one year of related experience in a child protection related role
  • A class "G" driver’s license and daily access to a vehicle are required
