Role overview

Lead Infrastructure and Operations for a Region that Depends on It. This is the top operational leadership position within the Regional District of Mount Waddington (RDMW). We are seeking a technically skilled, community-oriented leader to guide multi-service infrastructure delivery across remote and environmentally significant communities. Responsibilities span water systems, landfills, fire protection, transportation, and rural facilities.

Direct capital planning, asset management, compliance, and operational excellence. This is a high-trust, high-impact role suited to an experienced civil engineer or public works leader who thrives in autonomous, service-driven environments.

Key responsibilities
  • Infrastructure Oversight & Asset Management: Manage RDMW-owned and leased infrastructure (water and sewer systems, 7 Mile Landfill and Transfer Stations, fire services, rural lighting, and other assets). Lead multi-year capital plans, lifecycle asset strategies, and resilience initiatives. Develop operational standards, performance benchmarks, and service continuity frameworks.
  • Compliance & Governance: Ensure compliance with applicable provincial and federal legislation and regulations. Develop and enforce operational policies to minimize legal and reputational risk. Monitor evolving regulatory frameworks and adjust service delivery accordingly.
  • Capital Programs & Financial Oversight: Lead department-level operating and capital budgeting, procurement, and tendering. Secure and manage infrastructure funding from senior governments and external sources. Provide variance reporting, fiscal oversight, and strategic funding alignment.
  • Stakeholder & Intergovernmental Relations: Liaise with provincial ministries, Indigenous governments, utilities, and contractors. Represent RDMW in public meetings, consultations, and infrastructure briefings. Engage with Local Community Commissions and Board committees.
  • Leadership & Organizational Development: Direct technical and operations staff, including supervisors and contractors. Recommend organizational structure, staffing models, and performance frameworks. Build a culture of safety, accountability, and continuous improvement.
Qualifications and experience

Required

  • Bachelor's degree in civil engineering or related field
  • Registration as a Professional Engineer (P.Eng) with EGBC
  • Minimum 5 years of progressive public sector infrastructure or operations management
  • Strong working knowledge of applicable BC legislation and regulatory standards

Preferred

  • Master's degree in engineering, public administration, or environmental management
  • 4+ years of senior leadership in local/regional government or public infrastructure
  • Familiarity with key legislation: Local Government Act, Community Charter
