POSITION: Manager of Accounting
LOCATION: Catholic Education Centre
SALARY: $122,018 to $128,440
Reporting to the Senior Manager of Finance, the successful candidate will be responsible for business service areas such as accounting, finance, and purchasing including internal controls, report preparation, external audit, PSAB financial reporting requirements and general day-to-day financial operations.
The successful candidate will have proven leadership ability and excellent communication skills, both verbal and written. Strong computer skills using spreadsheet software, as well as solid organization and analytical skills are required. Public sector, or more specifically, school board experience and knowledge of financial reporting procedures will be an asset.
Duties:
- Manage accounting and purchasing staff, including training, coaching, mentoring, and evaluation of staff, as well as determining workload and resource allocation.
- Responsible for the financial recording and reporting of the Board’s operations and financial position, including responsibility for the integrity of data within the general ledger.
- Ensure effective financial controls are in place through regular review and updating of controls, policies and procedures. Identify and recommend internal controls in relation to the general and specific risks of the Board. Ensure internal controls are implemented and monitored.
- Ensure the effective administration of the year-end and March consolidated reporting processes, including completion of financial statements, acting as lead resource in external audits, as well as overseeing the collection, compilation, verification and submission of EFIS reports to the Ministry of Education.
- Oversee administration of cash disbursements, cash receipts and school generated funds for the school board based on Board policy, Ministry requirements, tax and financial accounting rules to ensure the proper accounting of financial transactions.
- Prepare analysis, reconciliations and journal entries and coordinates the monthly/annual accounting close process.
- Responsible for the accounting for the Board’s capital assets including preparation of complex accounting adjustments, asset retirement obligation, deferred revenue and other PSAB related items.
- Monitor PSAB and government accounting pronouncements, and assess impact to the Board (e.g. financial, process and system changes).
- Provide ongoing guidance, support, recommendations and strategies to stakeholders (including school staff) on financial related matters.
- Serve as the administrator and technical support liaison for the Board’s financial system (K212 Finance), including the establishment and maintenance of general ledger accounts and costs centres to support internal and regulatory reporting.
- Recommend upgrades to financial systems and work with Information Technology staff in the implementation, maintenance and modifications.
- Assess system modifications that may have a financial impact and ensure modifications are compliant with budgeting and financial reporting requirements (e.g. PSAB, Ministry of Education guidelines etc.).
- Provide leadership in the implementation of operational improvements and initiatives.
Purchasing:
- Provide for the efficient, cost-effective procurement of supplies, services and equipment, ensuring acquisitions are undertaken in an open and transparent manner.
- Review, interpret, implement and ensure adherence to the Board’s Purchasing Policy and Procedures, Broader Public Sector (BPS) Procurement and supply chain Directives, Trade Treaties and Agreements, and other related legislation.
- Direct the Board’s involvement in cooperative purchasing locally, regionally and provincially, developing relationships that maximize purchasing power and produce efficiencies and economies for the Board.
- Performs other duties as assigned.
Qualifications:
- Certificates or Designations: Professional accounting designation (CPA)
- Education: University Degree in Business Administration, Accounting or Finance
- Experience: Five (5) years of progressively responsible business and accounting management experience, preferably working in or with the public sector.
- Supervisory experience with strong leadership, mentoring and team building skills.
- Job-Specific Skills: Demonstrated proficiency in the use of financial software applications (K212 Finance preferred).
- Advanced expertise with Microsoft Office applications, in particular Microsoft Excel.
- Excellent verbal and written communication skills.
- Strong proficiency in financial accounting and financial control matters.
- Superior organizational, prioritization and time management skills.
- Ability to work both independently and part of a team.
- Demonstrated skill in problem-solving and decision making.
