Job summary

Parkland County is seeking a Municipal Land Advisor to manage Crown Dispositions and related land rights, reporting to the Municipal Land Specialist.

The ideal candidate holds a post‑secondary diploma in Business, Land Administration, Real Estate or Planning with 2–4 years’ drafting experience, and familiarity with provincial statutes. In‑person role at Parkland County Centre, AB, with flexible work options.

Qualifications

  • Post-Secondary Diploma in Business, Land Administration, Real Estate, Planning or related field.
  • 2–4 years drafting legal land agreements with conditions reflecting use and regulatory requirements.
  • Certification in Property Management and accreditation from IRWA or similar is an asset.
  • Strong administrative, oral communication and technical writing skills.
  • Familiarity with MGA, Land Titles Act, Surface Rights Act and related regulatory bodies.

Responsibilities

  • Manage Crown Dispositions and interests in Parkland County lands and rights‑of‑way (leases, licenses, encroachments, etc.).
  • Act as subject‑matter expert for land use requests and regulatory compliance.
  • Coordinate with provincial statutes and regulatory bodies to achieve resolutions.

Contract type and working hours: Permanent, Full-time. Schedule: 35 hours/week (7 hours/day)

Working within the Strategic Growth Department and reporting to the Municipal Land Specialist, the Municipal Land Advisor is responsible for the management of Parkland County-held Crown Dispositions and interests in Parkland County lands and rights-of-way, such as but not limited to Leases, Licenses of Occupation, Encroachments, Access and Temporary Use/Workspace. This position acts as a subject matter expert for land use requests and concerns pertaining to Parkland County titled lands, closed road allowances and minerals rights, and determines and achieves resolution based on regulatory requirements, County standards and industry best practice.

The ideal candidate for this position will have the following:

  • Post-SecondaryDiploma inBusiness, Land Administration, Real Estate, Planning or a related field.
  • Minimum oftwo (2) to four (4) years of experience drafting legal land agreements with conditions reflective of use, land and aligning with regulatory requirements.
  • Certification in Property Management and Accreditation through the International Right of Way Association, Alberta Association of Surface Land Agents or similar would be considered assets.
  • Highly organized with strong administrative, oral communication and technical writing skills.
  • Experience working with multiple Provincial Statutes and Regulations, such as the Municipal Government Act, Land Titles Act, Surface Rights Act. Familiarity with regulatory bodies such as Alberta Energy Regulator, Alberta Environment and Parks, Alberta Utilities Commission, and the Canada Energy Regulator.
  • Proficient in the use of computer applications, including Microsoft Office, Spin II, Electronic Transfer System (ETS)/Electronic Disposition System (EDS) land software and ArcGIS.
  • Database and legal document retention experience would be considered an asset.
  • Proficient in interpreting land titles under the Torrens Land Titles system, reading registered survey plans and an understanding of the Dominion Land Survey system.

Requirements:

  • Ability to primarily work in-person at Parkland County Centre - 53109A HWY 779, Parkland County, AB.
  • A valid class 5 driver’s license and current, satisfactory driver’s abstract provided upon hire.
  • A satisfactory Criminal Record Check is required upon hire, excluding candidates under the age of 18 and current Parkland County employees.
  • Must be legally eligible to work in Canada.

  • Starting Salary: $83,100 to $93,500 per year
  • Max Salary: $105,200 per year

  • Birthday off with pay
  • Flexible work arrangements including option of one remote day per week
