The Department of Health and Social Services works under the direction of the Minister and Deputy Minister, in partnership with the Health and Social Services Authorities, to support the health and wellbeing of people across the NWT through planning, development, evaluation and reporting on program and service delivery.

Job Information

The Mental Health and Addiction Specialist provides expert advice and makes recommendations to the Director, Mental Wellness and Addiction Recovery, the Assistant Deputy Minster, Programs, the Deputy Minister and the Minister of Health and Social Services on matters related to the design, deliver and utilization of Mental Health and Addiction Services.

This position requires extensive consultation, collaboration and partnering with the Department of Health, Primary Health Care Reform, the Social Envelope Departments, all NWT Health and Social Services Boards, and territorial, and community organizations, and Nunavut as required.

This position involves working individually and concurrently on multiple projects of varying complexity that involves several or all health and social services authorities. The incumbent completes many of their tasks by leading teams and consulting with stakeholders.

Key Responsibilities

Provides expert advice on system and programming best and emerging practices regarding mental wellness and substance use health services.

Is responsible for developing and fostering positive working relationships with the Health and Social Services Authorities, GNWT Departments, community-based organizations, Indigenous governments and other stakeholders.

Responsible for monitoring, evaluating, and /or implementing current territorial mental wellness and substance use health services to ensure that services are accessible, effective, and efficient.

Responsible for the ongoing development and implementation of divisional mental wellness and substance use health system transformation work, strategies, and programs.

Key Knowledge, Skills and Abilities
  • Demonstrated leadership skills are required
  • Proven project and small team management knowledge and skills and the ability to concurrently lead or coordinate multiple diverse projects
  • Solid understanding of the health care system and the delivery of mental wellness and substance use health services are critical to the success of this position.
