A recruitment agency is looking for a Supply Chain Professional Level 1 in Burnaby. Responsibilities include managing sourcing and procurement for materials management operations, with an emphasis on developing sourcing strategies. The ideal candidate will have a Bachelor's degree in a business-related field and at least 5 years of relevant experience. The Supply Chain Professional Level 1 is accountable for delivering assigned outcomes related to the development and execution of category/project supply chain strategies, sourcing strategies and/or sourcing activities following established processes and quality requirements. This role would generally be assigned low to medium complexity and/or risk work assignments with minimal oversight or medium complexity and/or risk work assignments with more oversight.
The general scope of the work is to provide sourcing and procurement support medium value and complexity public sourcing to support materials management operations in accordance with the company procurement policies and processes and in accordance with Public Procurement Policies.
Responsible for recommending procurement models and determining appropriate sourcing methods, including the preparation and evaluation of Contracting documents such as Supply Chain Strategy and Contracting Plan, RFT, RFP, RFQ, RFSQ, RFI and RFEI
Manage procurement processes from strategy to award, while providing support to diverse project teams and internal operational teams.
Identify sourcing and supply risks based on internal current state analysis, financial consideration, best business practice, supply base characteristics, industry offerings legal considerations, level of risk to BC Hydro and any other opportunities or factors unique to the materials to be sourced.
Report regularly to the department manager on the status of sourcing initiatives and elevate any issues that may negatively impact the success of the procurement process
Participate in the identification, development and roll out of business process improvements to enhance operational efficiency.
Develop and maintain positive relationships with key stakeholders at all levels within the organization and external to the company.
Experience in categories or infrastructure capital project sourcing that are similar to the company, would be considered an asset.
Develop and plan the implementation of category and/or sourcing strategies or related work packages by using excellent skills in communication, analysis, critical thinking, planning/project management, supplier/market research, problem-solving, and facilitation of decision-making in a large and complex organization.
Implement category and/or sourcing strategies or related work packages using a thorough understanding of the company sourcing and category management processes and standards, good project management practices, knowledge of public sector procurement law, and the appropriate application of relevant supply chain concepts.
Lead and/or support projects that may include developing and conducting RFPs, preparing for and conducting negotiations, both initial award and for extensions, as well as implementing supplier relationship management initiatives including analyzing and resolving escalated contract or supplier issues.
Establish and maintain positive and productive relationships between the company’s supply chain organization and business partners, suppliers, and stakeholders through activities such as timely communication, resolution of issues, and relevant reporting.
Bachelor’s degree in a business-related field such as Supply Chain, Business, Economics, Finance, or equivalent
Certificate or additional education in Supply Chain Management, an asset
Certificate or additional education in Project Management, an asset
Advanced MS Office skills (Word, Excel, and PowerPoint)
Advanced English skills for professional environment, written and spoken
An undergraduate degree in an engineering or business-related subject (or equivalent combination of qualifications and experience).
5 years of procurement and sourcing experience in progressively mid-level to senior roles(or equivalent combination of education and experience).
A Supply Chain Management Professional (SCMP) or equivalent designation along with strong knowledge of markets and Supply Chain Management best practices and trends (or equivalent combination of education and experience).
Demonstrated ability to successfully navigate challenging supply chain dynamics, overcome logistical and operational hurdles, and optimize performance amid supply chain constraints including determining the optimal risk allocation; the preparation of procurement and contract documents; leading evaluation; leading contractor/supplier negotiations; and supplier relationship management.
Experience operating within a crown corporation, Canadian or Provincial government environment is considered an asset
Strong knowledge of inventory practices and project specific procurements utilizing SAP S4Hana
Experience interacting with First Nations is considered an asset.
Excellent interpersonal, communications, negotiating, project management, planning and organizational skills.
Proficiency with MS Office including MS Word, Excel, and PowerPoint.
Good understanding of contract and competitive bid laws
Salary/Rate Range: $39.00 -$48.00 per hour
Term: 12-month contract; most likely to extend
