Home Campus: Fennell (hybrid work arrangements available)

Rate of Pay: Payband 11 ($98,395 - $122,994)

Job Summary

Reporting to the Director, Employment Labour Relations & Talent Acquisition, the role of the Manager, Talent Acquisition is a strategic leader responsible for overseeing and advancing the College's Talent Acquisition function. This role is accountable for the development and execution of a comprehensive, College-wide Talent Acquisition Strategy that aligns with institutional priorities and advances the College's commitment to equity, diversity and inclusion and Truth & Reconciliation.

The Manager, Talent Acquisition provides leadership to the Talent Acquisition team, fostering a culture of excellence, innovation and continuous improvement. Through the development of leading best practices in sourcing, candidate experience and employer branding, the incumbent ensures that the College is positioned as an employer of choice in a competitive talent landscape.

What you'll be doing:
Lead Talent Acquisition Function & Team Leadership
  • Oversees the full lifecycle of strategic talent acquisition processes, ensuring a high-quality candidate and hiring manager experience through clear workflows, enhanced communication practices, in-take meetings and thoughtful process design.
  • Leads the development and execution of a forward-looking Talent Acquisition Strategy informed by market trends and organizational workforce needs.
  • Develops and refines metrics to measure Talent Acquisition effectiveness, enabling data-driven decisions that align with organizational goals and improve recruitment performance over time.
  • Fosters a high-performing, focused team through clear vision, capability development, mentorship and performance management.
  • Develops, embeds and sustains inclusive hiring practices to advance the College's equity, diversity and inclusion commitments and designs intentional recruitment strategies.
  • Oversees rate calculations for the placement of new faculty into the salary grid, in compliance with academic collective agreement requirements.
  • Ensures that all staffing matters including hiring, promotions, secondments, temporary assignments and transfers are in compliance with applicable collective agreements, College policies and legislation. This includes the collection, verification and storage of candidate/new hire information needed for legal, regulatory and/or ministry compliance, including academic credential information for academic accreditation purposes.
Employer Branding
  • Oversees the College's Employee Value Proposition (EVP), from strategy development and stakeholder engagement to execution and evaluation.
  • Leads the strategy and ongoing management of the College's employer brand presence across key digital platforms, optimizing content to enhance visibility, engage prospective talent, and drive traffic to career opportunities.
  • Leverages analytics and insights to continuously improve employer brand storytelling and ensure alignment with talent attraction goals.
  • Continuously optimizes outreach and job marketing strategies to ensure job postings are compelling, inclusive, and aligned with our employer brand.
Strategic Sourcing & Recruitment of Critical Roles
  • Designs and leads recruitment strategies for senior and executive-level searches across the College by leading hiring initiatives from initial planning through to successful placement.
  • Leads the design and execution of tailored sourcing strategies for senior and hard-to-fill roles, ensuring alignment with college priorities and ensuring high-caliber, diverse candidate pools.
  • Collaborates with executive search firms on executive searches, where appropriate. This includes partnering on targeted recruitment strategy, managing the RFP/RFQ if needed.
  • Leverages sourcing analytics to identify emerging opportunities and return on investment, ensuring alignment with broader workforce equity and inclusion goals.
  • Builds and manages strategic partnerships with external vendors, platforms, and recruitment partners (e.g. LinkedIn, Indeed, Equ, Indigenous Link, Pride at Work, Hire Diverse) to expand access to diverse talent; oversees sourcing related contracts, service agreements, and RFP/RFQ processes as needed.
Strategic Talent Acquisition Projects & Process Innovation
  • Leads College-wide initiatives that continuously evolve and strengthen the Talent Acquisition function through process innovation and cross-functional collaboration.
  • Oversees the development and implementation of scalable resources, toolkits and frameworks that equip hiring managers with the knowledge and tools to recruit, assess and retain talent effectively, equitably, and consistently.
  • Leads modernization efforts of core recruitment workflows (e.g., interview frameworks, offer letters, candidate evaluations).
  • Leads and develops onboarding and preboarding programs that equip hiring managers to achieve early employee engagement.
  • Designs and delivers practical training and tools that build organizational capability in recruitment related practices.
  • Oversees Request to Hire (RTH) process, ensuring alignment with strategic workforce planning and budget.
What you'll bring to the role:
  • Proven experience leading innovative, organization-wide recruitment strategies that strengthen the talent acquisition function, enhance the candidate experience, advance equity and inclusion, and position the organization as an employer of choice.
  • A minimum of seven years of progressive, full-cycle recruitment experience with a demonstrated ability to evaluate, modernize, and optimize recruitment strategies and processes.
  • A four-year post-secondary education or three-year degree with specialized, professional qualifications in such disciplines as Human Resources Management/Talent Acquisition/Talent Management or a related field.
  • A Certified Human Resources Professional (CHRP) designation.
  • Demonstrated leadership in managing, coaching, and empowering high-performing teams to achieve strategic goals and deliver exceptional outcomes.
  • Extensive experience leading executive and senior-level recruitment initiatives, providing strategic counsel and exceptional candidate and stakeholder experiences.
  • Proven success in developing and implementing employer brand and candidate experience strategies that strengthen the organization's reputation and attract top talent.
  • Experience leading and supporting change management initiatives within recruitment and talent functions to advance modernization and continuous improvement.
  • Experience leveraging technology and ATS capabilities to enhance efficiency and operational excellence.
  • Demonstrated commitment to integrating Equity, Diversity, and Inclusion (EDI) principles and Truth & Reconciliation commitments into talent acquisition strategies, including inclusive outreach, equitable frameworks, and culturally responsive hiring practices.
  • Experience working within a unionized and operationally complex environment, with an understanding of related policies, procedures, and collective agreements.
