Program Overview – Supportive Housing Programs, Community Care Unit

This position is responsible to the Director, Supportive Housing Programs, Community Care. The Manager, Supportive Housing Programs oversees the day‑to‑day operations site, including supervision of supervisors, tenants, program staff, volunteers and students. This position is responsible for the daily implementation of services and supporting the team with achieving the program outcomes. The Manager is responsible for implementing protocols, policies and procedures, and program development.

The Supportive Housing Program provides housing for seniors who have been street involved, experiencing mental health and/or addictions issues. The program provides onsite psychosocial, primary care supports and services including: intensive case management; harm reduction and addiction supports; therapeutic and supportive counseling; assistance with activities of daily living; nursing services; life skills development; social and recreational activities; volunteer opportunities; and follow up support.

What You Will Do
  • Carry out the management, operational responsibilities & oversight of programs, services, and initiatives associated with transitional & or supportive housing buildings.
  • Provide ongoing orientation, training and supervision to all staff and conduct annual performance appraisals.
  • Provide direction, coaching and performance management of Supervisors, Team leads & Frontline Staff.
  • Provide direction and support to staff regarding program issues, team building, and crises incidents through individual and team meetings.
  • Ensure the effective utilization, training, and support of volunteers and students throughout the various programming activities.
  • Recruit and hire staff and assist in carrying out personnel functions within the programs in consultation with the Director.
  • Work with the Director to ensure the planning and implementation of staff development.
  • Implement ongoing promotion/awareness building of the programs and its services to the immediate and broader community.
  • Participate and represent the programs in existing and new external committees or networks in relevant sectors and internal staff committees as directed by the Director.
  • Support the Director in building and maintaining internal and external partnerships and collaborative activities.
  • Develop and implement an effective evaluation strategy in collaboration with the Director.
  • Develop and implement program/operational protocols in consultation with the Director.
  • Report risk, safety, security and liability concerns in a timely manner to the Department Director.
  • Assist Director to implement solutions to improve safety & wellness.
  • Develop, implement and oversee program initiatives, such as food access, peer involvement, and social, recreational and life skills programming.
  • Develop and maintain policies and procedures with respect to tenant selection and internal transfers.
  • Work with Housing Staff to resolve tenancy/safety issues related to hoarding, fire safety, trespassing etc.
  • Develop appropriate alternatives to eviction.
  • Strive for low vacancy rates by anticipating turn-overs.
  • Work with legal services to prepare tribunal documents; attend hearings and mediation.
  • Work with staff to ensure development and execution of Care Plans.
  • Organize and facilitate community meetings and meetings between the City of Toronto, Funders and relevant staff at WoodGreen Community Care and Housing units.
  • Develop common strategies to collaboratively address tenancy and building issues as they arise.
  • Liaise with WoodGreen Housing and Building Services to ensure effective property management.
  • Ensure that organizational policies and procedures are carried out within all program areas, services, and initiatives.
  • Prepare and monitor program financial information and program budgets within the organization’s administrative policies and procedures.
  • Develop and implement data tracking systems, liaise with funders and complete funding reports.
  • Prepare statistical & program reports, inclusive of quarterly submissions.
  • Coordinate and participate in Unit/Department leadership meetings, and other relevant meetings for the purposes of ensuring coordinated and integrative programming, and resource sharing.
  • Ensure that the equity objectives and community development policies of the organization are achieved within the programs.
  • Participate in regular supervisory sessions with the Director.
  • Engage in training and education to upgrade skills as directed by WoodGreen to fulfill the responsibilities of the position.
  • Participate in the on-call rotation for Supportive Housing Programs, as scheduled.
  • Carry out additional management and other duties as identified from time to time by the Director.
What You Bring to the Team
  • Master’s degree or Bachelor’s degree and equivalent experience.
  • Minimum 5 years’ experience developing and implementing programs; working with homeless and vulnerably housed individuals; experience with older adults and seniors; supervising staff, preferably in a unionized environment.
  • Knowledge of RTA and occupancy agreements, and property management.
