Job description

The Toronto District School Board adheres to equitable hiring, employment and promotion practices.

Reporting to the Executive Officer, People and Culture, the Manager, Staff Allocation and Reporting is responsible for managing and coordinating the staff allocation process to ensure equitable distribution of school-based staff across the system in alignment with enrolment data (projected and actual), Collective Agreements, Ministry requirements, and available resources.

The Manager will:

  • Manage the collection, calculation, analysis, adjustments and reporting of staff allocation data based on enrolment data.
  • Provide recommendations, guidance and advice to senior staff and the Staff Allocation Committee on all aspects of staff allocation.
  • Identify and recommend strategies to address allocation challenges and promote equity in resource distribution.
  • Ensure the appropriate application and ongoing review of staffing formulae.
  • Oversee Ministry and Board-wide reporting, including Educator OnSIS reports, class size data, and related submissions.
Summary of Duties
  • Manage and monitor staff allocation based on projected and actual enrolments, ensuring data quality, accuracy, and compliance with staffing formulae.
  • Maintain accurate records of staff dispositions and adjustments throughout the year.
  • Collaborate with Executive Officers (People and Culture and Finance), Associate Directors, Planning, and Business Services to support informed decision-making, ensure alignment of enrolment data, budgets, and allocation formulae, and maintain consistency across the system.
  • Provide advice and solutions to resolve school-based allocation issues and organization changes.
  • Prepare and present staff allocation reports, statistics, and summaries for senior management, the Staff Allocation Committee, and Board committees (e.g., Finance, Budget and Enrolment).
  • Respond to requests for information and inquiries with respect to class size legislation changes, collective agreement implementation, Ministry report requests from Senior Staff, Principals, Managers and external organizations.
  • Manage the collection, verification, and submission of Ministry-required data, including OnSIS and class size reporting.
  • Oversee the management, integrity, and ongoing improvement of staffing databases and systems (e.g., Staffing+), including collaboration with IT, Finance, and Teaching & Learning teams.
  • Develop and deliver user training, documentation, and system enhancements to support effective use of Staffing+ and related applications.
  • Support SIS and Planning teams in ensuring the accuracy and compliance of educator and class size data within PowerSchool, SAP, and OnSIS, including verification, tie-backs, and compliance monitoring.
  • Review primary home room naming conventions in PowerSchool for elementary schools with SIS on an annual basis.
  • Review secondary class set-up in PowerSchool, in cooperation with SIS and Teaching and Learning Teams (e.g., Guidance, Co-op, Credit Recovery) in advance of October 31 and March 31 to ensure tie-backs are in place for OnSIS submissions.
  • Monitor elementary and secondary class size data to ensure compliance with Ministry reporting requirements.
  • Monitor Secondary Class Size Average on a daily basis throughout the school year to ensure OnSIS reporting will result in compliance.
  • Responsible for the management and direction of staff including, hiring, planning, staffing, training, performance reviews.
  • Liaise with Superintendents, Principals and departments regarding staff allocation requirements, allocation formulae and adjustments.
  • Provide leadership in fostering equity and inclusiveness in the development and implementation of programs and services.
  • Other duties as assigned.
Qualifications
  • University degree in related field (e.g., Business Administration, Human Resources, Planning, or Data Science and Analytics) with six years progressively responsible experience in data management and analytics in a public sector environment or an equivalent combination of education and experience.
  • In-depth knowledge and understanding of the Education Act, related Ministry of Education reporting requirements, provincial regulations and grants.
  • Knowledge of the student information system (PowerSchool), Ministry reporting systems (e.g., ONSIS, SODT ) and enrolment reporting processes.
  • Ability to oversee and work with complex data sets and provide information/recommendations based on the analysis for decision making.
  • Excellent analytical, problem solving and critical thinking skills.
  • Demonstrated attention to detail to ensure accuracy.
  • Strong planning and organizational skills.
  • Proven ability to communicate effectively (both orally and in writing) with staff and internal/external stakeholders.
  • Well-developed interpersonal skills (consultation, team building, mediation and facilitation).
  • Proven ability to prepare accurate reports and summaries including presentation skills.
  • Strong proficiency in computer applications (e.g., relational databases, data modelling, spreadsheets, word processing, presentation packages, artificial intelligence),
  • Supervisory experience with a proven record of effective leadership.
  • Discretion, judgement and the ability to deal with confidential information and sensitive issues.
  • Proven ability in promoting equitable practices which value inclusiveness and diversity and commitment to service excellence.
Special Requirements
  • Occasional travel may be required across TDSB.
