Job description
Position

The Manager is accountable for leading a team of policy analysts in providing information policy options analysis and evidence‑based strategic advice to senior leadership to promote effective planning, implementation and evaluation of programs and policies.

Responsibilities
  • Lead public housing policy development through research, stakeholder consultations and quantitative/qualitative analysis to produce high‑quality evidence‑based policy papers and recommendations.
  • Provide strategic leadership for NSPHA’s policy function, working with data analytics, corporate client services and operational teams to apply performance measurement frameworks and evidence for decision‑making.
  • Identify, assess and manage strategic, operational and reputational risks associated with policy development and implementation, ensuring alignment with ministerial direction, the agency’s legislative mandate, and government priorities.
  • Oversee and implement multiple strategic policy projects by communicating NSPHA’s direction, coordinating stakeholders and resources, standardizing processes, evaluating IT improvements, assessing implementation readiness and driving staff engagement through training and change management.
  • Support NSPHA’s strategic planning by engaging stakeholders, researching trends and best practices and developing strategies to advance the Province’s public housing goals.
  • Lead integration of policy and business planning for NSPHA by coordinating the development of business plans and accountability reports with senior leadership, setting and managing policy priorities and promoting accountability through performance monitoring and outcome reporting.
  • Prepare and manage corporate briefings, memoranda and reports for senior leaders, including budget materials, briefing books and government‑required updates.
  • Ensure cabinet submissions align with coordinated policies and priorities and comply with official processes, while managing Freedom of Information and Protection of Privacy Act requests.
  • Manage board operations, training on its functions and procedures, and represent NSPHA at government meetings, committees and community engagement activities.
  • Oversee human and financial resources by managing staff performance, promoting diversity, inclusion and a healthy workplace, ensuring compliance with HR and safety policies, fostering teamwork and development, maintaining internal communication, monitoring expenditures and upholding professionalism in all interactions.
Qualifications – Must Have
  • Graduate degree in public administration, law, social sciences or a related field.
  • Several years of progressive experience in policy development and leadership.
  • Strong knowledge of policy, legislative and government decision‑making processes.
  • Proven experience in policy analysis, cabinet submissions and managing staff performance and development.
  • Excellent communication, writing and interpersonal skills with the ability to work effectively under pressure and engage diverse stakeholders.
  • Strong research, analytical and organizational skills with understanding of corporate and government priorities.
Qualifications – Nice to Have
  • Knowledge of Nova Scotia’s housing context.
  • Experience with data analytics and statistical analysis.
