Job Description: Manager, Policy and Reporting

Position Type: Full-Time, Permanent

Reports To: Director of Operations

Salary Range: $94,000 - $122,000

Position Overview

The Policy Manager is responsible for leading the development, analysis, and implementation of policies that support SaskMilk’s mandate, strategic direction, and regulatory responsibilities. A key component of this role is the use of data analytics to support evidence-based decision-making, policy evaluation, and program design. The Policy Manager ensures that policies are clear, consistent, and responsive to producers needs while upholding regulatory frameworks. This role includes supervising staff, providing guidance, and fostering a positive work environment to achieve organizational goals.

Key Responsibilities
  • Lead the research, drafting, and revision of policies related to quota, production, transportation, pricing, and regulatory compliance.
  • Ensure all policy documents are clearly written, aligned and consistent with SaskMilk’s strategic priorities.
  • Conduct policy reviews to identify gaps, inconsistencies, and opportunities for simplification or improvement.
  • Develop implementation plans, guidance materials, and communication tools to support successful rollout of policy changes.
  • Conduct quantitative analysis of production, quota utilization, credit positions, pooling data, and market trends to support policy decisions.
  • Build and maintain analytics tools, dashboards, and models to assess policy impacts and forecast outcomes.
  • Interpret complex datasets and provide clear, concise insights to leadership and the Board.
  • Evaluate program performance using data-driven methods and propose adjustments based on evidence.
  • Monitor industry and regulatory developments and assess their potential impacts on Saskatchewan producers.
  • Serve as a primary policy resource for producers, providing data-informed responses and clear explanations of policy implications.
  • Facilitate consultation processes and incorporate producer feedback into policy analysis and design.
  • Collaborate with provincial milk board partners, Canadian Dairy Commission (CDC) and government, including sharing analytical insights when required.
  • Prepare high-quality briefing notes, business cases, decision items, and Board materials that include data-backed recommendations.
  • Ensure SaskMilk’s policies adhere to legislative and regulatory frameworks.
  • Contribute to risk assessments using both qualitative and quantitative approaches.
  • Work with quota administration, finance, and communications teams to ensure policies are supported by accurate data and clear analytical logic.
  • Develop internal tools or processes to enhance data quality, reporting, and transparency.
  • Provide training and guidance to staff on policy interpretation and data findings.
Qualifications
Education & Experience
  • Bachelor’s degree in public policy, economics, agriculture, business analytics, statistics, or a related discipline (master’s degree an asset).
  • Experience in policy development, regulatory work, or program administration, with demonstrated experience using data analytics to support decision-making.
  • Experience in agriculture, supply management, government, or the dairy industry is preferred.
Skills & Competencies
  • Strong analytical skills with proficiency in data analysis, modelling, and interpretation.
  • Ability to work with datasets related to quota, production, transportation and market trends.
  • Experience with tools such as Excel (advanced) and Power BI.
  • Exceptional written communication skills, including the ability to translate complex analytical findings into accessible language.
  • Strong stakeholder engagement and diplomacy skills.
  • High attention to detail, strong organizational skills, and the ability to manage multiple priorities.
  • Comfortable working both independently and in a collaborative team environment.
