The Department of Finance has the mandate to provide leadership and direction to the public service in all areas of finance and human resource management. This mandate includes negotiating major financial arrangements with the federal government, providing analysis and advice to the Financial Management Board, and ensuring that financial and information resources are managed effectively, efficiently and economically. This mandate also includes the recruitment and retention of a competent public service that is representative of the people it serves andthe development of programs and services that effectively serve the human resource needs of the public service.

Job Information

The Government of the Northwest Territories (GNWT) is seeking an experienced and strategic Manager, Policy to provide leadership and direction in policy development, legislative initiatives, strategic planning, and ministerial support. This key role supports senior leadership and contributes directly to shaping programs, services, and legislative direction across the organization.

Reporting to the Director, Policy, Legislation and Communications, you'll lead exciting cross-government policy and legislative initiatives, provide high-level strategic advice to senior executives, and help guide decision-making at the Cabinet and Legislative Assembly level. The position supports both the Department of Finance and the Department of Executive and Indigenous Affairs and you'll be working closely with partners across government and beyond, engage diverse stakeholders, and mentor a talented policy team, and driving meaningful projects that support the GNWT's long-term goals.

Key Responsibilites:

  • Lead the development, review, and implementation of departmental policies and legislation, including research, analysis, and stakeholder engagement.
  • Provide strategic policy advice to senior leadership and recommend solutions to emerging issues and government priorities.
  • Coordinate Cabinet and Financial Management Board submissions, briefings, and legislative support, ensuring timely follow-up on ministerial commitments.
  • Contribute to departmental planning, business plans, and cross-government initiatives representing the department on committees and project teams.
  • Lead and mentor the Policy Unit team, managing resources, budgets, and staff development to support effective policy delivery.

Key Qualifications:

  • A university degree in a relevant field with (5) five years of relevant experience, including one (1) year of supervisory experience or experience leading a team.
  • Equivalent combinations of education and experience will be considered.
  • A Masters degree in a relavant field with (3) three years of relevant experience, including one (1) year of supervisory experience or experience leading a team.
