Job summary

Cadillac Fairview is seeking a Payroll Manager to oversee bi-weekly payroll operations in Canada, guided by provincial and federal requirements. You will lead Payroll Advisors, ensure accurate payments, and liaison with Finance, auditors, and vendors.

Qualifications

  • Postsecondary education in a related field or equivalent experience.
  • Active payroll certification such as PCP or PLP.
  • Minimum 5 years leading in-house payroll in Canada; 2 years supervisory.
  • Expert knowledge of Canadian payroll legislation.
  • Experience with CRA and auditors.
  • Strong Payroll/HRIS systems knowledge; optimize workflows.
  • Experience with UKG Pro is highly desirable.

Responsibilities

  • Manage the accurate and timely processing of bi-weekly payroll through Payroll Advisors, ensuring compliance with all federal and provincial legislative requirements and filing obligations.
  • Partner with Finance to review and reconcile payroll funding, payroll accounting entries, and payroll related reports.
  • Analyze payroll costs and balance the general ledger monthly.
  • Conduct bi-weekly payroll reconciliation of pension contributions.
  • Lead payroll year-end processes, including balancing of variable compensation plans and production of annual T4s, T4As, Relevé tax slips and 1099 form (US Directors).
  • Conduct annual vacation reconciliation for payout and vacation entitlement reset in HRIS.
  • Key contact for financial institutions and auditors on all payroll-related issues ensuring adherence to all legislative requirements. Manages and primary contact for all payroll, tax, EHT, WCB, RQ and CRA audits.
  • Responsible for the processing of ELT and HR payroll, ensuring accuracy and compliance with all reporting requirements.
  • Partner with Finance, Corporate Tax, and Internal Audit for payroll related matters.
  • Ensure that the corporate payroll is in compliance with all government regulations with respect to statutory/provincial requirements such as, but not limited to, Income Tax, CPP/QPP, EI/QPIP, WCB, EHT (ON & BC) and Manitoba levy.
  • Keep abreast of legislative provincial changes across Canada.
  • Lead complex payroll inquiries and partner with Payroll Advisors, HR Systems Specialist, external vendors, and others as appropriate.
  • Responsible for payroll system maintenance, testing and ongoing system optimization (e.g. new year requirements, HRIS releases, new business requirements, changes to collective agreements, identifying opportunities for continuous improvement through technology). Work with HR Systems Specialist to facilitate.
  • Responsible for coaching, performance management, workload allocation and development of Payroll Advisors.

Role Impact

The Payroll Manager is responsible for overseeing the day-to-day delivery of payroll operations and ensuring all employees are paid accurately, on time, and in compliance with corporate guidelines and legislative requirements. The role provides leadership and technical guidance to Payroll Advisors and serves as the primary subject matter expert on payroll legislation, regulatory requirements, and legislative changes. Responsible for payroll accounting activities, including payroll reconciliation, general ledger balancing, payroll clearing, bank account administration, and year-end payroll processes. The role acts as the primary liaison with Finance, auditors, financial institutions and payroll vendors to ensure the effective administration of payroll operations and compliance with regulatory requirements.

What you need to succeed
  • Postsecondary education in a related field, or an equivalent combination of education and relevant work experience
  • Active professional payroll certification such as PCP (Payroll Compliance Professional) or PLP (Payroll Leadership Professional)
  • Minimum 5 years of leading in-house payroll in Canada with 2 years of supervisory experience
  • Expert knowledge in Canadian payroll legislation
  • Experience in dealing with CRA and auditors
  • Strong technical aptitude in Payroll/HRIS systems, with a proven ability to optimize payroll workflows
  • Strong knowledge of payroll and tax accounting
  • Experience with UKG Pro is highly desirable

Starting base salary for this job level may range from $81,433 to $108,577. The actual base salary offered will consider several factors including, but not limited to the role, experiences, skills & qualifications, location, market and internal considerations; with this context, CF reserves the right to pay above this range.
