Reporting to the Director of Public Works and Engineering, you will oversee capital projects, development servicing, asset management, and mapping while guiding Engineering Division staff.

Qualifications

  • Bachelor’s or equivalent degree in engineering or related field.
  • Municipal engineering experience or equivalent combination of education and experience.
  • Strong knowledge of BC development and subdivision regulations and by-laws.
  • Ability to exercise sound judgement in meetings with local governments and First Nations.
  • Collaborative leadership style and track record building high‑performing teams.
  • Ability to define problems, research methods, analyze data, and prepare reports.

Responsibilities

  • Oversee capital projects from concept to completion.

Job description

The City of Duncan is seeking an engineering leader for the exempt, permanent full-time position of Manager of Engineering who is passionate about building strong communities through thoughtful infrastructure planning, meaningful project delivery, and collaborative leadership.

Duncan is small, in a Big way. Just a few hundred metres off the Highway (about 60 kilometres north of Victoria) you’ll find300 shops and services in a few beautiful, walkable, compact downtown blocks lined with 40 world-renowned totem poles. Within minutes of downtown are 5 golf courses, 15 wineries, lake and ocean waterfront, world class trails, cultural amenities, and all forms of indoor recreation. This compact city of 5,000 people aims to be one of the most livable small cities in Canada, proudly serving as the economic and cultural heart of the Cowichan Valley. Reporting to the Director of Public Works and Engineering, the Manager of Engineering plays a key leadership role in shaping the City’s infrastructure planning, delivering meaningful capital projects, supporting responsible development, and guiding engineering initiatives that have a visible impact on the community. The successful candidate will be responsible for overseeing capital projects, development servicing, asset management, mapping, and for directing the work of Engineering Division staff. They will bring a positive attitude and a creative approach, with demonstrated knowledge in civil engineering, asset management, and project management, including utility and transportation systems.

Necessary skills and qualifications include:
  • A Degree in Engineering or Diploma in Civil Engineering Technology or other related discipline.
  • Experience in a municipal engineering field, or an equivalent combination of education and experience.
  • A strong working knowledge of BC legislation, regulations, and procedures relating to development and subdivision, including works & services and development cost charge bylaws.
  • Ability to exercise sound judgement in meetings and dealings with surrounding local governments, First Nations, the Province, and other groups.
  • A collaborative leadership style and a desire to help build high performing teams.
  • Ability to define problems and solutions, develop research methods, analyze and evaluate data, and prepare comprehensive reports.
Assets include:
  • Experience working in BC local government.
  • Membership or eligibility for membership with Engineers and Geoscientists BC or the Applied Science Technologists & Technicians of BC
  • Knowledge of municipal infrastructure, subdivision servicing, and development processes.
  • Experience working with consultants, contractors, and regulatory agencies.
  • Supervisory or project leadership experience.
  • Knowledge of asset management principles.

This excluded position offers a salary of $98,000 to $113,000 depending on the successful candidate’s qualifications and experience. A detailed job description is available on the City of Duncan website (www.duncan.ca ).
