About the Role

Reporting to the Senior Manager of Financial Services the incumbent will provide strategic leadership and comprehensive expertise in the management of all Budget Services functions including the coordination, preparation and submission of the Board’s annual operating and capital budget, coordination of quarterly financial status reporting and the oversight of the preliminary allocation of staff to schools. The incumbent will lead a multi‑disciplinary team of professionals to advance strong collaborative relationships with a variety of internal and external interested parties and continually monitor for business process improvements.

Duties
  • Lead the development and oversight of annual operating and capital budgets ensuring alignment with the Board's strategic priorities and financial goals.
  • Manage financial reporting cycles including monthly, quarterly and year‑end reports ensuring accuracy, timeliness and compliance with PSAB and Ministry of Education standards.
  • Collaborate with the Manager of Accounting and Capital Reporting to ensure cohesive financial planning and consistent reporting across operating and capital portfolios.
  • Oversee the preliminary allocation of staff to schools ensuring alignment with Ministry funding parameters, collective agreements and strategic staffing priorities.
  • Provide oversight and strategic direction to the Ministry Reporting function ensuring all provincial submissions are accurate, timely and compliant.
  • Supervise the Responsive Education Programs Budget and Reporting function ensuring program budgets are effectively managed and reported in alignment with funding requirements and strategic objectives.
  • Provide strategic financial analysis and forecasting to inform decision‑making and support long‑term planning initiatives.
  • Lead a multidisciplinary team of financial professionals fostering collaboration and continuous improvement in budgeting and reporting practices.
  • Drive process improvements and system enhancements to streamline budget development and reporting promoting transparency and efficiency.
  • Other duties as assigned.
Qualifications
  • A degree / post‑secondary education in Accounting, Finance or Business.
  • A Canadian professional accounting designation (Certified Professional Accountant, CPA).
  • Comprehensive knowledge of Public Sector Accounting Board (PSAB) standards and Ministry of Education compliance requirements.
  • Minimum seven years of progressive financial and budget experience, preferably in the public sector; K‑12 experience is an asset.
  • Minimum five years of management leadership experience including supervision of staff.
  • Demonstrated expertise with computerized financial systems and spreadsheet software.
  • Strategic planning, organizational, analytical, problem‑solving, research and facilitation skills.
  • Ability to communicate information of a complex financial nature to a variety of audiences.
  • Ability to build and maintain collaborative working relationships with a diverse group of internal and external interested parties.
  • Knowledge and understanding of the complex and reciprocal connections among different elements of the Board’s organization and the role of the Budget Services department in supporting the delivery of exemplary instructional programs and services.
