We are seeking a highly experienced, results-focused Human Resources Manager to lead our HR department's day-to-day operations and implement strategies aligned with our Agency's mission and HR standards. Lead HR Strategy and Talent in Central Alberta (Hybrid Role)

Location: Red Deer, Alberta (Serving Central Alberta and Saskatchewan)

Schedule: Hybrid (3 days in-office, 2 days remote)

Responsibilities

What You\'ll Be Doing (Key Responsibilities)

As the HR Manager, you will be the bridge between management and employees, focusing on performance, compliance, and change management. Your responsibilities will include:

  • Strategic Leadership & Partnership
    • Partnering with the leadership team to execute the organization’s human resource and talent strategy, particularly for current and future talent needs, recruiting, retention, and succession planning.
    • Analyzing trends and metrics to identify problems and develop relevant HR solutions, programs, and policies for the assigned division.
    • Ensuring compliance with employment laws and regulations, reviewing policies and practices to maintain best practices, and reducing legal risks.
    • Taking a long-term, systems-focused approach to results, supporting a unified, one-team approach to HR delivery.
  • People Management & Development
    • Leading and directing a team of HR professionals, providing strong people leadership capabilities to manage employees, achieve results, and effectively lead through change.
    • Overseeing the daily workflow of the department, including recruitment and training of HR team members, and providing constructive and timely performance evaluations.
    • Providing guidance and support to management and employees on complex, sensitive HR questions and issues.
    • Working closely with leaders to improve working relationships, build engagement, increase productivity, and attract and retain talent.
    • Overseeing employee disciplinary meetings, investigations, and terminations.
  • Specialized HR Focus
    • Identifying practical solutions to complex and diverse HR issues and recommending appropriate action plans.
    • Implementing programs and processes successfully using effective change management strategies and tools.
Qualifications

What You\'ll Bring (Qualifications)

Formal Experience & Education

  • A Bachelor’s Degree in Human Resources or a related discipline is required.
  • A minimum of 8 years of Human Resources experience.
  • At least 3 years of supervisory experience.
  • CPHR designation is preferred.
  • Experience implementing new HR programs or leading HR process improvement.
  • Broad technical knowledge across multiple HR disciplines, including compensation, benefits, recruitment, performance management, and employment law.
  • Strong interpersonal, coaching, and conflict resolution skills.
  • High level of integrity, professionalism, and confidentiality to handle sensitive information and issues.
  • Excellent organizational skills, attention to detail, and the ability to prioritize and delegate tasks.
  • Strong analytical and problem-solving skills.
  • Proficiency with Microsoft Office Suite and the ability to quickly learn the organization\'s HRIS systems.
  • Proven ability to work independently, take initiative, and collaborate effectively with all levels of the Agency and external stakeholders.
Working Conditions & Requirements
  • Regional Travel: Expect travel to Agency programs and offices within Alberta and Saskatchewan. You must have transportation available to attend meetings and presentations in different offices and programs.
  • Flexibility: There may be a requirement to work beyond normal working hours at times.
  • Conditions of Employment: Must provide satisfactory Security checks, including a Police Information Check (CPIC).
